Job Summary:

The Human Resources Officer (HRO), under the supervision of the Senior HR Officer (SHRO) and in close collaboration with the Humanitarian Team Leader, will ensure the efficient and effective management of the Human Resources of the field office in Westnile.

The HRO will actively contribute to the development and implementation of Human Resource policies and guidelines, reinforce HR processes, and offer guidance and HR services to employees. He/She shall promote staff welfare within the framework of DCA Staff manual/policies and procedures, and Ugandan Labour Laws.

Main Tasks:

  • Support in the recruitment, contracting, inductions, performance reviews and exit interviews in dialogue with supervisor and line managers;
  • Actively provide support to the Humanitarian Team Leader, Project managers and other supervisors on HR related matters
  • Support and maintain appropriate filing systems
  • Participate in the reviewing, updating and implementing the Staff manual
  • Assist with day to day operations of the HR function and duties
  • Make recommendations on HR related matters including staff welfare issues
  • Contribute to DCA Uganda complaint handling mechanism
  • Coordinate staff on-boarding activities including liaising with departments and following up on activities.
  • Assist in dealing with grievances and in the implementation of disciplinary procedures.

    Key Qualifications and Experience:
  • Minimum of a bachelor degree in Human Resource Management
  • At least 5 years of experience working in a similar position with an INGO
  • Excellent knowledge and experience
    in employment law, benefits administration, employee relations, security and safety, staff training and development.
  • Proven capacity to prioritize tasks, plan and organize your own efforts to meet objectives and deadlines.
  • High degree of discretion, tact and confidentiality in dealing with internal and external clients and stakeholders at all levels
  • Good understanding of and commitment to humanitarian work
  • Excellent interpersonal and communication skills
  • Attention to detail and strong analytical skills
