Programme Manager, Humanitarian Mine Action Programme

DanChurchAid(DCA) is looking for a strategic, highly competent and operationally experienced programme manager to lead our Safer Communities/Humanitarian Mine Action programme in South Sudan.

As our new Programme Manager, you will be heading our efforts to secure a safer environment for the local population in one of the most deprived and war-affected areas in the world.

The position oversees an innovative and multi-sectoral safer communities/humanitarian mine action programme that is both self-implementing and implementing through local partners.

You will lead the South Sudan SC/HMA programme under the coordination of the Regional Representative and assume responsibility for all activities and elements of this innovative programme, including management of the 7 international and over 46 national staff, resource mobilisation, programme development, communications, finance, administration and logistics support.

You will be responsible for donor liaison, proposal development and quality reporting with the support of DCA HQ. You will delegate effectively to the respective international and national managers, who will report to you on progress and challenges.

You will be responsible for ensuring that the different units of the programme coordinate their work, and that regular management and coordination meetings are in place.

The DCA Safer communities/HMA portfolio has experienced a considerable growth in the last year and the programme has secured funding until 2020.

The posting is an expatriate position and a non-family duty station based in Juba. Travel to other areas of South Sudan on regular intervals is to be expected.

We are looking for:

  • Proven experience in results based management and leadership

  • Proven ability to ensure compliance with strategy, SOPs and donor requirements and guidelines

  • Previous Africa experience with Safer Communities/Humanitarian Mine Action is an advantage

  • A person who are confident in the role as manager, innovative, a good motivator and with the ability to inspire colleagues

  • A resilient team player with accountability and integrity and with excellent communication, coordination and problem solving skills

  • Proven proposal and report writing skills with experience in qualitative documentation of results

  • A person who is a good networker and with ease can represent DCA with relevant donors and coordination forums, incl. relevant clusters.

  • Entrepreneurial drive and commitment to getting the job done

  • English at business level

    DCA’s safer communities/Humanitarian Mine Action Programme in South Sudan commenced in 2013 and is an integrated part of DCA’s portfolio of programs under the DCA Regional Office in Juba. The HMA programme is about Safer Communities.

    It focuses on clearance of UXO spot tasks; Risk Education; Armed Violence Reduction; Community Safety Planning and sustainable capacity building of national partners.

    DCA strives to incorporate HMA activities with livelihood and other programs implemented by the DCA Regional Office and ACT Alliance organizations and partners, to ensure synergy and long-term effects of clearance activities.
