Job Description

Dan Church Aid (DCA) DCA is a Danish Humanitarian and Development organisation working to assist and empower people affected by poverty and disasters to live a life in dignity.

Currently DCA Ethiopia is looking for a competent Planning Monitoring and Evaluation Manager (PM&E Manager).

The purpose of this job is to ensure the quality of planning; monitoring, evaluation and reporting practice in DCA Ethiopia to ensure credible, reliable and timely projects/ programme information are collected, analysed for management decision, planning, accountability and learning

Overall Job purpose:

The overall objective of the post is to lead DCA Ethiopia’s Programme planning, monitoring, evaluation and learning and documentation system for evidence based decision making and accountability.

The PM&E Manager will also works closely with HQ MEAL advisor to rollout DCA MEAL standards, ensure alignment of the global result framework with country level result and indicators, level with country level, and to develop country specific MEAL strategy to support learning, management and accountability for the country programme & play an overall coordination role in establishing M&E processes and standards for the programme .

The post holder directly line manage Digital MEAL Officer based in Addis and technically guide M&E officers at coordination offices.

The PM&E Manager also take part in global DCA MEAL community of practice contributing to knowledge sharing and ensuring DCA Ethiopia representation in development of global tools and approaches.

Key Duties & Responsibilities:

Programme Development

  • Take technical leadership role in developing quality programme/project proposals by providing technical support in need assessment, programme/ project design

  • Actively take part in Proposal development and play quality control role ensuring that the proposal is reflective of the need of the target groups and comply with the requirement of the donors

  • Ensure that the Monitoring, evaluation, learning, documentation and visibility requirements are reflected in the proposals.

  • Ensure that the logical framework of the projects are reflective of the programme focus and is with SMART Indicators.

  • Programme implementation and monitoring and quality control and budget

  • Works closely with Head of programme and Programme managers to develop the PM&E system for DCA Ethiopia

  • Support the Programme staff to put in place realistic M&E plan that should be implemented during the project period

  • Support the programme team to develop the Monitoring tools.

  • Ensure that all projects have Database that are regularly updated using monitoring data

  • Work toward digitization of DCA Ethiopia Monitoring and evaluation and data management system

  • Play a leadership role on the baseline and end line surveys, and adjustment of log frame as per the baseline data.

  • Regularly check quality of the monitoring data

  • Contribute to the overall programme quality assurance in line with the relevant program commitments and organizational policies.

  • Support the programme team to put in place and implement DIP for each project

  • Facilitate quarter review of projects generate the project status data for team action

  • Ensure the M&E requirement of the donors address in the planning and implementation of projects.

  • Put in place and rollout the quality control tools for both project results and data

  • Support programme staff in use of financial report to track budget utilization rate of the projects and provide regular feedback to the project staff

    Mainstreaming and Learning Management and documentation

  • Take active part in programme reflection workshop with partners and ensure that the key learning and recommendations are documented and shared
  • Lead in the development of key communication documents such as case studies, flyers and study reports ensuring quality products and contribution to learning and dissemination to stakeholders and wider humanitarian community.
  • Lead in design and implementation of evaluations (external and internal) in line with accountability commitments and programme plans.
  • Lead on TOR development for evaluation and assessment and manage consultants recruited for evaluation, review and research
  • Support the Head of Programme and Programme managers to give management response
    to recommendations from review and evaluation and ensure that the recommendations are implemented.
  • Support the programme staff to put in place learning plan to ensure the learning from project implementation documented and used.

    Representation and visibility

  • Establish network with other agencies to link DCA with external learning
  • Promote DCA’s organization’s positive image through promotion using DCA social networks
  • Inform the team on the visibility requirement of the project based on the donors’ prescription and work with programme managers for planning and implementing of the requirements.
  • Attend meeting on behalf of DCA Ethiopia as directed by head of programme.

    Reporting and documentation

  • Undertake quality control and final editing of all reports and documents generated at the country level, ensuring all documents reflect sound monitoring and evaluation practice and are accurate, clear and informative,
  • Develop and share reporting schedule for projects and continuously update it
  • Ensure reporting deadlines are met along with sending out relevant notifications to staff for timely reporting,
  • Ensure that the DCA online documentation is updated and complete for each project including at closure of the projects.
  • Capacity building of DCA staff and partners on M&E

  • Assess the capacity gap of DCA Ethiopia staff in relation to PM&E and recommend capacity building interventions
  • Promote and strengthen the understanding of the importance of M&E within the programme teams and the use and/or analysis of M&E data during program design and implementation,
  • Build M&E capacity of all programme and partner staff through training and on the job support
  • Prepare and share field guides and Standard operating procedures for planning, monitoring, evaluation and learning.
  • Inform the team on compliance requirement of relevant donors in relation to monitoring ,reporting and evaluation
    Human Resource management

    Supervise the performance of M&E Officers
    Work with relevant coordinators to ensure the M&E officers have clear performance objective and reviewed timely
  • In collaboration with management solve any issues related to M&E staff
  • Support and be part of the recruitment team as requested by HR team

    Type of Contract: One year with possibility of extension

    Job Requirements

    Required Qualification

    Essential

  • Third Level qualification in a relevant discipline (Development Studies, Economics, Rural Development, Agriculture, Monitoring and evaluation)
  • At least 5 years’ experience in Monitoring and evaluation field
  • Strong planning, monitoring and learning skills
  • Strong skills and ability to advice on MEAL aspects in proposal development and program implementation
  • Experience in designing and conducting assessments, post-distribution monitoring (PDM), surveys and evaluations based on set quality methods, international humanitarian quality standards, and donor’s compliance mechanisms.
  • Strong skills in monitoring program performance (both activities and finances) and able to advise, support and adjust to reach set goals, objectives and strategic aims.
  • Good knowledge of project cycle management
  • Knowledge and experience in a range of participatory and gender sensitive approaches and their application of MEAL processes
  • Strong skills and knowledge in data analysis, processes and interpretation linking to technical adjustments to improve program performance and quality.
  • Excellent proposal and report writing skills, with close attention to detail
  • Experience in proposal development related to indicator design, development of MEAL as aspects of proposal
  • Excellent communication, networking and persuasion skills, very good mentoring and capacity building experience.
  • Competence in operating computer software programmes and data analysis, research skills, writing and communication skills,
  • Good knowledge and understanding of key aspects of development work; including livelihood security, cross-cutting themes (e.g. agri-business and social inclusion), Humanitarian responses
  • Good practical skill in development Theory of Changes, Logical framework and Result frameworks.
