Job Description

DCA is a Danish relief and development organisation working to assist and empower people affected by poverty and disasters to live a life in dignity. In Ethiopia, key areas of its work are saving life and livelihood through humanitarian interventions and resilience building of vulnerable communities including refugees.

DCA employs approximately 120 staff. DCA invites competent professionals to apply for Head of Finance and Administration Position.

General Position Summary

In cooperation with the senior management team the Head of Finance and Administration (HFA) has the overall responsibility to secure that funds entrusted to the DCA Country Office are handled in a transparent, efficient and effective manner.

The HFA has the responsibility for DCA’s financial management of programmes, projects and office running costs.

The HFA is responsible for and supervising the human resource management of the Country Office and partly responsible for managing relations and meeting requirements of donors and of Government of Ethiopia and of ChSA in particular.

The HFA is a member of the senior management team at the DCA Ethiopia Office and has to contribute to the further strategic development of the programme. The HFA has responsibility for management of the finance team and secure that manuals, formats, procedures, systems are known and used correctly.

Specific Duties and Responsibilities

Key Program Functions

Financial management

  • Overall responsibility for financial management (planning, implementation, monitoring, reporting) of finances of all programmes and projects undertaken by DCA Ethiopia
  • Overall responsible for sound financial management of DCA Office running costs (HQ and 4 field offices).
  • Overall responsible for DCA financial reporting requirements to government are met timely and of high quality
  • Overall responsible for compliance with specific donor rules and guidelines on financial reporting
  • Ensure analysis of the annual audit financial statements and quality assurance.
  • Secure financial control and quality check of financial reports following guidelines and policies.
  • Ensure quality and timely submission of financial reports, audits and budget proposals.
  • Understand grant management financial obligations and ensure proper support is given to programme staff and Country Director.
  • Ensure that DCA accounting and financial manuals and procedures are updated, known by staff and adhered to.
  • Identifying capacity gaps and facilitate training of staff and partners and other means of enhancing the quality of financial management
  • Play an active role in securing that staff and partners understand and adhere to DCA’s Anti-Corruption Policy.
  • Part of Senior Management Team at DCA Ethiopia

  • Member of the Country Office Management Team and acting Country Director when so delegated.
  • Contribute to defining strategic directions for the Country Office.
  • Provide regular financial analysis, update and KPIs for the team
  • Continuous assessing the effectiveness and efficiency of internal controls.
  • Bring staff welfare issues and any matter of concern, which might be hampering the smooth running of
    the office.
  • Advice management team on any issues related to DCA keeping its obligations with the government.

    Personnel Manager

  • Supervision and line manager of finance and admin staff in DCA Addis office. Take lead in creating a constructive working environment.
  • The HFA is responsible for planning and prioritising work in the team and assuring segregation of duties.
  • Quality assurance of financial aspects of the project cycle (budgeting, reporting, audit) and delegation of these tasks to staff.
  • Together with the Country Director, safeguard financing sources are allocated to cover all relevant staff costs, appropriate implementation and financial monitoring of staff costs.


  • Overall responsible for procurement is implemented professionally, timely in all projects and that procurement's are done in accordance with the DCA procurement manual and donor requirements.
  • Overall responsible for all procurement documentation are filed and made ready for both field and HQ audits.

    Administration and Systems

  • Overall responsible for solid systems for filing, IT, equipment and assets safeguard
  • Supervision and line manager of Human Resource staff
  • Ensure that staff manual, policies, guidelines and DCA staff code of conduct, are implemented, and that DCA operates in compliance with local labour

    Relation building

  • Build and maintain relations to relevant units at headquarters in Copenhagen
  • Handling external stakeholders like government at federal and regional level
  • Build and develop meaningful and effective relationship with partners, likeminded organisations and donors

    Terms of Employment: 3 years with a possibility of extension.

    Job Requirements

    Key Qualifications/ Skills:

  • MA in business and accounting or ACCA or CPA or MBA or MSc in related fields
  • 12 years’ of progressive experience in senior leadership position including staff management

    Technical & Other Skills

  • Excellent leadership skills
  • Excellent problem-solving skills
  • Excellent understanding of Ethiopian laws on taxation, pension, labor, civil society and financial reporting standards including IPSAS
  • Ability to work with multiple accounting and ERP software
  • Analytical skill in interpretation of financial reports, KPIs and making analysis on investment options
  • Proactive and ability to optimize, forecast and plan cash resources
  • Experience with different donor rules and regulations (EU, ECHO, USAID, DANIDA etc.)
  • Documented experience in human resource related administration and staff contract management
  • Experience from strategic planning processes and ability to analyze and think strategically

    We intend to do first round of interviews and testing of candidate’s technical skills on 20-21 May in DCA Addis office. After that shortlisted candidates will be asked to undergo an analysis of personal preferences and leadership skills 22-24 May.

    This is an online test followed by a feedback session on the findings. The second round of interviews will be conducted in DCA Addis office on 27-28 May. We expect the new HFA to start in DCA office on 1 July, 2019
