Dairy Development Authority Principal Procurement Officer Jobs in Uganda

Dairy Development Authority is a Semi-Autonomous Agency under the Ministry of Agriculture, Animal Industry and Fisheries.

Its mandate is to develop and regulate the sector.

It is established under the Dairy Industry Act, 1998 and its objectives are to provide proper coordination and efficient implementation of all Government policies which are designed to achieve and maintain self-sufficiency in the production of milk in Uganda by promoting production and competition in the dairy industry and monitoring the market for milk and dairy products.

In order to effectively fulfill the mandate, the Authority would like to fill the under-listed positions:

Job Title:

Principal Procurement Officer

Reports to:

Director Finance & Administration

Position:

One (1)

Purpose of the Job:

To ensure smooth and lawful process of procurement and disposal of the Authority and provide hands-on to ensure that efficient and effective procurement and disposal is achieved.

Key Functions:

Implementation Support to user departments to ensure compliance with the law.

Liaise with users on matters related to procurement and disposal.

Prepare bid documents and invitations to tender for the organization’s procurement and disposal requirements.

Prepare reports to the contracts committee and the Public Procurement & Disposal Entity.

Prepare procurement plans in line with the Authority‘s Work Plans and Budget.

Provide technical guidance to other departments on matters relating to procurement.

Prepare Contract documents for all procurements of the Authority and assist to improve contract management.

Prepare timely integrated monthly/quarterly reports.

Work out a

system for Contract management in the procurement process and provide technical support to user departments.

Implement mitigation measures to curb the risk inherent in the procurement process.

Any other duties as may be directed by the supervisor.

Person specifications

Honor’s Degree in Procurement & Logistics Management or Honor’s degree in Procurement & Supply Chain Management or any relevant Honour’s degree from a recognized University.

Master’s degree in a related field is a must.

Profession qualification (Chartered Institute of Purchasing & supplies (CIPS) is a must.

At least 6 - years of relevant working experience of which three (3) years continuous procurement experience in a Public Organisation.
