About Policy LINK

The Feed the Future Policy LINK project will strengthen the capacity of local actors and institutions to enable them to efficiently lead and manage the agricultural transformation process and contribute effectively and collectively to improved, broad-based food security policy outcomes.

Specifically, the program aims to strengthen food security policy systems by investing in and reinforcing productive human and social capital and developing strategic partnerships that help bring these innovations and capacity investments to scale in order to achieve a critical mass of local actors with the ability and opportunity to effect positive policy change through collective action.

Policy LINK’s general approach is grounded in facilitative leadership and collaborative governance, which emphasize engaging stakeholders from civil society and public and private sectors in consensus-oriented decision-making, collaborative problem-solving, and adaptive learning.

Policy LINK in Ethiopia

Champions for Food Security Activity is a five-year activity under policy LINK program with the overall objective of supporting the Government of Ethiopia (GoE) and other policy system actors in their aspiration to develop an inclusive policy development process. Specifically, the activity will facilitate the transition towards a policy development paradigm driven by multiple stakeholders.

This approach to policymaking will strengthen the capacities of Ethiopia’s main agricultural policy system actors and institutions and support them to engage stakeholders traditionally excluded from decision-making, including academia, financial institutions, the judiciary, Civil Society Organizations (CSOs) non-governmental organizations (NGOs), and private sector representatives from the national, regional, and local levels.

This approach is underpinned by Policy LINK’s overarching theory of change focused on increasing human and social capital, engaging policy system actors in collaborative processes, and developing mechanisms for collaborative governance and dynamic learning systems and platforms to sustain collective action. The Activity currently targets the regions of Amhara, Oromia, SNNPR, and the national level with the possibility of expanding to other regions in the FTF Zone of Influence.

Position Objectives

The MEL Coordinator will be responsible to supporting and ensuring the day-to-day data collection and reporting for the Activity. S/he will support managing quantitative and qualitative data including collection, cleaning, coding, analysis, and visualization.

The MEL coordinator will work with the MEL Led and other Activity staff to ensure that clean and complete data is collected, properly captured, and reported in a timely manner.

The MEL Coordinator will model and uphold Policy LINK’s core purpose and principles in all decision-making. They will contribute to an environment and culture in which personal and team growth is supported, with a shared understanding that the “team” always comes before the “individual.”

Responsibilities

The MEL Coordinator is answerable to the MEL lead and will be responsible for the following:

  • Provide support in developing, updating, and implementing a monitoring, evaluation and learning plan that aligns with the Activity’s overall goal and objectives.

  • Collecting routine data on day-to-day basis and support cleaning and analyzing to track progress.

  • Coordinate and work closely with national and sub-national/regional activity staff as well as partners and stakeholders for timely data collection and reporting.

  • Support uploading and entry of cleaned participant and other activity data into Policy LINK data systems (namely, Airtable) in a timely manner.

  • Support the analysis and visualization of data in Airtable, powerbi, and Tableau software.

  • Support in designing surveys and coordinate and conduct supervision of Activity surveys and assessments such as Institutional Architecture Assessment (IAA).

  • Support in coding and analysis of qualitative and quantitative data using Dedoose, powerbi and tableau or other applicable software as
    needed.

  • Provide training and technical assistance to Activity staff in the overall MEL system, performance indicators, data collection tools and reporting.

  • Travel to regions/sub national or other activity locations for data collection, verification, and supervision.

  • Maintain quality of data through continuous/routine data quality control and periodic data quality assessments.

  • Facilitate and proactively participate in learning sessions such as After-Action Reviews, Policy LINK learning events, and other Pause and Reflect sessions including activity performance review sessions and document lessons.

  • Assist with the preparation of internal and external reports including bi-weekly and monthly updates and quarterly and annual progress reports.

  • Support the MEL lead in Development Information Solution (DIS) reporting.

  • Work directly with Activity teams and the Developmental Evaluation (DE) team on monthly Outcome Tracking activities.

  • Work with and support the communication manager in collecting data for documenting best practices, success stories, activity highlights, and other storytelling.

  • Support and be part of the Activity teams in annual activity work planning at regional and national levels

  • Working closely with the activity team leaders, support the process of tracking activity deliverables to be uploaded to TAMIS.

  • Work and respond to other demanding ad-hoc requests as assigned by the MEL lead.

    Reporting

  • The MEL Coordinator will report directly to the Activity MEL Lead. S/he will closely work with Activity staff at regional and national levels.

    Supervisory Responsibilities

    The MEL coordinator will not have any supervisory responsibilities.

    Education

  • A bachelor's degree in statistics, economics, international development, project management, monitoring and evaluation, demography, or other social science fields from a recognized academic institution.

  • A master's degree in a relevant field, such as international development, project management, management information system, or evaluation, could be an added advantage.

    Work Experience

  • A minimum of five years of proven experience in monitoring and evaluation or quantitative and qualitative research in an NGO or donor funded environment. Experience in the USAID MEL system will be an advantage.

  • Demonstrated experience with quantitative and qualitative research methods, including surveys and focus groups discussion and key informant interviews.

  • Demonstrated experience on data/database management using different software such as Microsoft excel, air table, dedoose, powerbi and tableau.

  • Experience in partner and other third-party monitoring.

  • Knowledge of CLA and experience in using M&E data for decision making, learning and adaptation.

  • Experience in project management and understanding of project cycle management.

  • Experience in providing capacity building to staff and partners

  • Adequate competency in using statistical and data visualization softwares such as Microsoft excel, STATA, Airtable powerbi, dedoose and tableau.

  • Ability to respond effectively to time sensitive demands and inquiries.

  • Demonstrate strong problem-solving skills

  • Excellent organizational skills with a willingness to take initiative and be proactive.

  • Excellent communication and personnel management skills and ability to relate to people at all levels of an organization and of different multi-cultural backgrounds.

  • Professional fluency in English and Amharic.Knowledge of other subnational languages will be an advantage.
