DAI Global National Accountability and Policy Consultant Vacancies in Uganda

Introduction

The Governance, Accountability, Participation and Performance (GAPP) Program, is a seven-year effort funded by USAID and DFID designed to increase participation, accountability and improve local governance for effective service delivery at the local government level.
The program is implemented by Research Triangle Institute (RTI) International with its consortium partners DAI and Palladium.
Premised on the understanding that if GAPP supports Government of Uganda and non-government led efforts to improve democratic governance and accountability, service delivery will be more equitable and efficient, the program is implemented through three major interlinked intervention components:

Duties

Reporting to the National Accountability and Policy Advisor (NAPA), the consultant will be a mid-level officer who will be required to:

Oversee and support key grantees on technical implementation and compliance

Review policy advocacy issues and documentation such as policy briefs, including written input and editing as necessary

Qualifications

A Master’s degree in a relevant field such as Public Policy, Economics, Social Sciences, Statistics

5+ years of relevant experience.

Understanding of the Parliamentary processes, and public financial management and policy making frameworks in Uganda

Experience working on national policy advocacy fronts desired

Expected Deliverables

Technical reports to the National Accountability and Policy Advisor on initiatives undertaken
