Project Background:

Nigeria PLANE is a 7 year, £95m programme funded by the Foreign, Commonwealth and Development Office (FCDO) and represents one window of intervention in a broader package of investment intended to enable a more inclusive and effective basic education system. It seeks to do this through improvements made in teaching and learning with a focus on foundational skills in reading, writing and mathematics.

It has four primary outputs: (i) Teaching & Learning: Evidence-based teaching and learning approaches & materials in use, in better managed performance focused schools and teaching colleges; (ii) Governance of state systems: Improved planning, personnel management and public financial management practices; (iii) Governance of non-state systems: Improved management and performance of the non-state sector; and (iv) Use of Evidence and Communication: Effective generation, communication and use of evidence to inform citizen engagement and improve service delivery. PLANE will work in Kano, Kaduna and Jigawa, the South West, South East, and the federal capital territory.

Duties and Responsibilities

The Public Financial Management (PFM) Intervention Manager is a key role within PLANE responsible for overseeing and implementing strategies and initiatives related to public finance management. This role involves collaborating with government agencies, non-state actors, and other stakeholders to strengthen public financial management systems and promote accountability and transparency in government activities. The PFM Intervention Manager will report to the Output 2 lead.

Key Responsibilities:

  • Provide programme-wide ongoing technical facilitation to the PLANE Teams in locations and to the Programme Management on PFM work as required.

  • Support the development and management of PFM inputs, including the development of Term of Reference (ToRs), and Quality Assurance of technical reports

  • Work and coordinate with the Federal team, especially with respect to PFM work;

  • Actively participate in the development of annual work plans and strategy sessions for the Programme.

  • Provide technical support to develop Quarterly Progress Reports, Annual Reviews, and lead on some specific cross-cutting strategic engagements.

  • Actively participate in cross-donor / development partners' engagement and collaboration for synergy.

  • Participate in developing analytical studies for the PLANE Programme and the FCDO as required.

  • Develop and execute strategies to improve public financial management, efficiency, and accountability in locations.

  • Analyze fiscal policies and advise on potential
    interventions to optimize resource allocation.

  • Any other duties of a related nature that might reasonably be required and allocated by the Output Lead.

  • Build and maintain positive relationships with stakeholders to facilitate advocacies and strategic partnerships on PFM reforms.

  • Act as trainer and mentor to locations’ technical team members and stakeholders.

  • Collaborate with government education ministries, agencies, and local government education authorities (LGEAs) to assess their financial management needs.

  • Provide technical assistance and guidance to public sector partners in implementing best PFM practices.

  • Regularly analyse government budgets, and expenditures, with a focus on the education sector

  • Design and deliver training programs to enhance the financial management skills of government officials and staff.

  • Prepare regular reports on public finance management interventions and outcomes.

  • Evaluate and recommend improvements to financial systems, processes, and technologies.

    Essential Requirements

  • Bachelor’s degree in finance, Economics, Public Administration, or a related field. Master's degree will be an advantage

  • 10 years plus of experience in public finance management, financial analysis, or a similar role.

  • In-depth knowledge of public finance principles, government budgeting, and fiscal policies.

  • Strong project management and leadership skills.

  • Excellent communication and presentation abilities.

  • Ability to work collaboratively with diverse stakeholders.

  • Proficiency in financial software and data analysis tools.
