Monitoring, Evaluation and Learning Lead - SHARPE Programme

Overview

Strengthening Host and Refugee Population Economies (SHARPE) aims to increase livelihoods opportunities for refugees and host communities using the market systems approach. SHARPE will operate in 3 locations in Ethiopia, Jijiga, Dolo Ado and Gambella, with a coordinating office in Addis. The programme is expected to last for 3.5 years.

Role and responsibilities

Responsible for the overall Monitoring, Evaluation and Learning (MEL) for SHARPE.

Responsible for overseeing baseline, activity monitoring, the overall monitoring and results measurement framework and the learning strategy.

During inception, work with the Monitoring and Evaluation Advisor to develop a results measurement framework to track progress and impact, test output to outcome assumptions and analyse how, and to what extent, the programme is triggering changes – in relation to the decisions, behaviours and relationships – among those it supports.

Lead on the design of the log frame indicators and development of projections - including the development of output and outcome indicator projections and assumptions.

Establish best practice processes and tools for all M&E related activities including: projection calculations, results chain development per intervention / sector, baseline and end line design, value for

money indicators, results tracking tools

Ensure that SHARPE’s M&E framework is being implemented at the intervention level, overseeing how Intervention Managers and Market Analysts work with implementing partners to develop theories of change, log frames, monitoring, evaluation and reporting systems.

Lead on external monitoring visits over the inception period in order to support contributions to inception deliverables.

Oversee SHARPE’s M&E staff and build capacity among team (specifically, Market Analysts and Intervention Managers) and implementing partners to ensure capacity to deliver the M&E framework for the programme.

Accountable for MEL contributions in client reports, including Inception Report, Quarterly Reports and Annual Reviews including the provision of accurate monitoring data.

The MEL Lead is based in Addis Ababa with frequent travel required to SHARPE’s regional hubs in Jijiga, Dolo and Gambella.

Required Expertise

Experience setting up and managing monitoring frameworks for private sector development programmes

Experience managing teams

Excellent report writing and communication skills

Expertise in setting up baselines, results chains and developing data aggregation tools.

Experience working on DFID programmes is desirable

Fluency in English is required.

Bachelors degree or equivalent
