Organizational Setting and Reporting Relationships:

  • The Department of Safety and Security is responsible for providing leadership, operational support and

  • Oversight of the security management system to enable the safest and most efficient conduct of the

  • Programmes and activities of the United Nations System.

  • The position is located in the Security and Safety Service (SSS), Department of Safety and Security (DSS) in Addis Ababa, Ethiopia.

  • The incumbent reports to the Chief, Security & Safety Section.

    Role objectives

    Responsibilities:

  • Within delegated authority, the Security Officer may be responsible for the following duties:

  • Prepares, reviews, approves or endorses security management documents related to the PACT III for the ECA compound including all aspects related to elaboration, development, implementation and updating of the documents.

  • Establishes and chairs a PACT III security coordination cell, comprised of representatives of SSS and agency SFPs.

  • Maintains continuing lines of communication with security focal points and all other agencies in Ethiopia to ensure maximum security coordination related to PACT III.

  • Serves as a member of the United Nations Security Management Team, contributing to implementation and evaluation of the effectiveness of the PACT III.

  • Assesses prevailing local security conditions, identifying security trends and advising UN staff, project personnel and dependants on potential security problems, such as mines, kidnapping, armed attacks, arrest and detention.

  • Maintains an ongoing evaluation of air, land and sea evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, vessels, fuel supply and assessable roads.

  • Ensures that PACT III equipment are available on the premises.

  • Maintains office security by conducting physical security inspections of facilities, and incorporate the findings in the PACT III project planning

  • Provides advice and training related to PACT III to staff .

  • Maintains dialog with all stakeholders (procurement unit, DOA, FMS, ITCS, vendors, etc)

  • Ensures availability of emergency communications system by making periodic checks to determine if system is functioning properly; arranges for necessary repairs or adjustments.

  • Investigates accidents involving UN vehicles and prepares report of findings.

  • Investigates PACT III project related incidents involving UN staff members, project personnel or eligible dependant.

  • Assumes responsibility for PACT III project team .

  • Maintains protection detail for senior officials as necessary.

    Project reporting

  • Work implies frequent interaction with the following:

  • Chief Security Officer; Security Officers in other UN agencies ;DoA, FMS, ITCS;

  • Project Managers and other project personnel

  • Local officials and law enforcement personnel

    Results Expected:

  • Effectively ensures the safety and security of UN staff, UN property, project personnel and eligible dependants in field duty stations; enhances the credibility of the United Nations as an instrument of peace and justice.

    Key competencies

    Competencies:

  • Professionalism: Knowledge of security management combined with solid background of military or other
    security specialization and some political and social knowledge of country of assignment.

  • Ability to deal effectively with stress factor when encountered in security management. Ability to apply technical skills to understand and consolidate the varying specializations such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security system management.

    Qualifications:


  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

  • Experience: A minimum of five years of progressively responsible experience in military, police, security management preferably in the police or military context or related area.

  • Of these, at least two (2) years of international experience in managing physical security projects covering multiple subsystems effectively, on time, and on budget, using leading edge software project management tools in a Security Management System in the UN or similar International Organizations is required.

  • Experience in the development, preparation and coordination of projects through large consultative processes involving multiple stakeholders is desirable.

  • Experience working with security and safety services within the United Nations System or other similar international organization is desirable.
