CRS Program Manager II – MEAL/HMIS, Global Fund Project Jobs in South Sudan


Job Summary

  • You will be responsible for the development, technical oversight and implementation of the MEAL system for the GF Malaria Grant.

  • You will ensure effective systems and processes are in place to ensure delivery of high-quality MEAL practices and procedures to continuously improve the impact of the GF Malaria Project programming.

  • Strengthening the technical capacity of project MEAL staff under your supervis ion, MoH, and other partners under the GF Grant will be a key responsibility of this role.

  • You will work closely with GF Malaria Grant leadership and technical staff to advise on best practices for MEAL and data-driven implementation recommendations.

  • In addition to ensuring quality, you will be tasked with disseminating learning and project success through internal and external channels, including participation in communities of practice, conferences, and leading on developing external publication materials.

  • You will lead teams spread across multiple locations and oversee partner implementation of activities in remote and insecure field locations.

  • You will actively coordinate with all other CRS programs and teams undertaking similar interventions and working in the same target areas.

  • Together with the program’s technical team, you will be based in Juba, Central Equatoria State and conduct regular and extended field visits to remote and insecure field locations.

    Knowledge, Skills and Abilities

  • Technical experience in developing and directly implementing MEAL systems for malaria programming.

  • Strong critical thinking and creative problem-solving skills with ability to make sound judgments.

  • Proven ability to plan and manage multiple tasks in parallel. Capacity to respond rapidly to evolving challenges, devise appropriate solutions and achieve results.

  • Strong relationship management skills and the ability to work effectively with culturally diverse groups. Capacity to learn rapidly and adapt management approaches for varying cultural and security contexts.

  • Strong quantitative and qualitative data collection methods
    and analysis skills.

  • Experience with accountability systems that include knowledge acquisition and management, appropriate and frequent information sharing mechanisms, participatory decision-making, and formal FRM systems, staffed with competent personnel who provide timely data to stakeholders for learning and programming adjustments.

  • Strong written and verbal communication skills with ability to write reports and analyze data.

  • Experience and skill in implementing matrix management and remote management supervision for field teams and partners.

  • Demonstrated capacity to live and work in remote and insecure field locations with basic amenities and few or no other international staff and adhere a strict curfew and movement restrictions.

  • Required Languages - English.

  • Travel - Must be willing and able to spend up to 60% of time in remote and insecure field locations.

  • Supervisory Responsibilities: MEAL Officer (Juba-based) and MEAL Focal Points (sub-national).

    Basic Qualifications

  • Master's Degree in Statistics, Economics, Public Health, International Development, or a related field. Additional experience may substitute for some education.

  • Minimum of 5 years’ experience in relevant field-based project management experience required, with preferably at least 3 years working in the area of MEAL in designing and coordinating/managing MEAL systems for complex health and malaria related programs, preferably with an INGO.

  • Demonstrated experience analyzing health and malaria data, working in remote field locations, and carrying out direct implementation of MEAL systems in conflict and resource poor settings.

  • Experience with SAS, SPSS, R, Stata, Epi-Info, or similar analytical software required.
