Program Overview:

The five-year READ II project, funded by USAID, will boost the quality of literacy instruction and student support, reaching out to children at risk of failure and dropout caused by cognitive, emotional and physical effects of hunger, violence, and displacement.

READ II seeks to better equip teachers with effective early grade reading instruction techniques and materials in seven mother-tongue languages and English, while simultaneously building a culture of reading in the school, home and community.

Position Purpose:

The Senior English Language Instruction Specialist is responsible for providing technical support across the project goals in relation to improved Grades 1 to 8 English language instruction, including teacher professional development and assessment systems.

The position supports in-service teacher training, mentoring, standards and benchmarks, and formative assessment activities as well as the development of technology tools and approaches for teacher professional development.

Reporting & Supervision:

The Senior English Language Instruction Specialist reports to the Education Advisor: Team Leader for Mother Tongue & English Instruction.

Key Responsibilities:

  • Produce Grades 1 to 8 English language teacher professional development training and mentoring materials and formative assessment and classroom observation tools in collaboration with the Ministry of Education, Regional Education Bureaus, and Colleges of Teacher Education.
  • Coordinate training of Master Trainers, Trainers, and mentors and teachers for this activity in collaboration with the Senior In-service and Enhanced Professional Development Specialist.
  • Oversee roll out and use of mentoring tools and activities in regions.
  • Liaise with MoE and REB leadership to align READ II’s Grades 1 to 8 English teacher professional development program within the MOE’s existing Continuous Professional Development framework and practice and integrate it into the MOE’s system in coordination with other IR1 (Improving Reading and Writing Instruction) team members.
  • Liaise with MoE and REB representatives and technicians on Grades 1 to 8 English language formative assessment and other technical
    matters so as to best align and integrate READ II interventions into the Ministry of Education’s and Regional Education Bureau’s frameworks and practices in collaboration with the Student Assessment Specialist.
  • Work with the MOE and REBs in English language benchmark and standards setting and dissemination.
  • Coordinate with the IR 3 (Improved Systems Delivery) team members on the integration of Grades 1 to 8 English language instruction teacher professional development-related matters in instructional leadership training and other related IR3 training and events.
  • Ensure cross cutting issues including gender, Social Emotional Learning (SEL), and community outreach issues are properly integrated in IR1’s English language instruction-related activities. Coordinate with the IR 2 (Community Outreach team) to promote a reading culture in schools.
  • Work with Monitoring, Evaluation, and Learning staff to develop mechanisms to track and evaluate activities and gather evidence for program development and refinement.
  • Provide technical support to regional Enhanced Professional Development and Pre-service Coordinators and Reading Coordinators and MoE and REB teams.
  • Support design, development and roll out of teacher professional development activities with Colleges of Teacher Education.
  • Contribute to the development of annual workplans.
  • Contribute to the development of quarterly and annual reports and other communication materials produced by READ II.
  • Travel to field offices when necessary.
  • Other related duties as assigned.

    Job Requirements

  • Bachelor’s degree is required. Master’s Degree in English language instruction or related pedagogically oriented field highly preferred;
  • Must have at least 8 years of general work experience with at least 5 years of experience in work specifically to improve education programming directed to rural, ethno-linguistic underserved populations;
  • Proven experience in training primary English teachers highly preferred;
  • Knowledge of and experience of working with the primary English curriculum high preferred;
  • Proven experience in English language instruction highly preferred;
  • At least four additional years of experience improving educational quality in developing countries is required;
  • Prior experience with supporting family/community engagement of education outcomes is desired;
  • Professional proficiency in written and spoken English required;
  • Fluency in other relevant local languages is desired.
