Requirements for Appointment

For appointment to this grade, an officer must have:

Experience of at least twelve (12) years in human resource management;

Master’s degree in Human Resource/Human Resource Management, Industrial Relations, Public/Business Administration, Government or any other relevant qualification from a recognized institution;

Be a registered member with the Institute of Human Resource Management (IHRM);

Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;

Certificate in computer applications;

High level of inter-personal skills;

Demonstrated a high degree of professional competence, administrative capabilities and initiative in the general organization and management of the human resource and a thorough
understanding of the human resource issues and emerging human resource management practices/ techniques.

Duties and Responsibilities

Advise on all matters pertaining to Human Resource Management in the County Public Service;

Provide guidance on the overall Government Policy Directive on Human Resource Management;

Liaising closely with Public Service Commission and SRC including their Agencies on Human

Resource Management Issues;

Issuing Administrative guidelines on the Incorporation of Labour Laws and other Human Resource statues as they relate to the Public
Service ;

Advising on collective bargaining and negotiation agreement with trade unions;

Prepare Board Papers and briefs on Human Resource issues;

Formulation of Human Resource Management Policies ;

Monitoring the interpretation and implementation of Human Resource Management policies in the County Public Service; and

Monitoring performance management in the County Public Service.
