County Government of Siaya Chairperson Jobs in Kenya


Pursuant to the County Government Act 2012, Section 58, the Governor's office, County Government of Siaya wishes to recruit competent and qualified persons to fill the following position: Chairperson (1 position)

Terms of service:

  • A member of the Board shall hold office for a non-renewable term of six years' full time/part-time basis.
  • Remuneration and benefits: Determined by the Salaries and Remuneration Commission

    Responsibilities

  • Establish and abolish Offices in the County Public service
  • Appoint persons to hold or act in offices of the County Public service including in the boards of cities and urban areas within the County and to confirm appointments.
    • Exercise disciplinary control over, and remove, persons holding or acting in those Offices
  • Prepare regular reports for submission to the County Assembly on the execution of the functions of the Board.
  • Promote in the County Public service values and principles referred to in Article 10 and 232 of the Constitution
  • Evaluate and report to the County assembly on the extent to which the values and principles referred to in Articles 10 and 232 of the Constitution are complied with in the County Public service.
  • Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in counties
  • Advise the County government on human resource management nd development
  • Advise County government on implementation and monitoring of the national performance management system in the county
  • Make recommendations to the Salaries and Remuneration Commission, on behalf of the County Government, on the remuneration, pensions and gratuities for County Public service employees.

    Requirements

  • In the case of chairperson or vice-chairperson, possesses a minimum qualification
    of a bachelor's degree from a recognized university and working experience of not less than ten years, and
  • In the case of any other member- possesses a minimum of a bachelor's degree from a recognized university and working experience of not less
    than five years;
  • is a professional, demonstrates absence of breach of the relevant professional code of conduct.
  • Demonstrated professional competence and managerial capabilities; and clear understanding of national goals, values and principles of governance.
  • Satisfies the provisions of Chapter Six of the Constitution Con Leadership and Integrity
  • Have a clear understanding of the legislation and policy framework governing the County Public Service.
  • Observing good corporate governance principles in the performance of duties.
  • is not a state or public officer

  • Tax compliance certificate from Kenya Revenue Authority
  • Clearance certificate from the Higher Education Loans Board
  • Clearance certificate from the Ethics and Anti-Corruption Commission
  • Certificate of Good Conduct
  • Clearance from the Credit Reference Bureau
