County Government of Kiambu Principal Administrative Officer Jobs


Introduction

Kiambu County Public Service Board wishes to recruit competent and qualified person
to fill the following position
in the Department of Administration and Public Service. This is pursuant to Article 235 of the Constitution of Kenya, 2010 and Section 63 of the County Government Act, 2012.

Job Description

The Principal Administrative Officer shall provide administrative services in the office
of the Governor and shall be responsible to the County Director of Administration in
the Department of Administration and Public Service of the County.

Responsibilities

  • Ensuring operationalization of service delivery in all the devolved units in the
    County, Sub-Counties and Wards;
  • Ensure timely and efficient communication and coordination in County affairs
    and functions;
  • Conduct field visits to devolved units to appraise ongoing projects and day to
    day situations;
  • Monitor and evaluate matters pertaining to administration, enforcement and
    service delivery in the devolved units;
  • Manage inventories of the administrative tools, equipment and other required
    facilities.
  • Handle routine operational issues in the department;
  • Perform any other duties as might be assigned from time to time.

    Qualifications

  • Be a Kenyan citizen;
  • Must have a bachelor's degree in public administration or business
    administration or social sciences from a recognized institution in Kenya;
  • A Master's degree in public administration, public policy, business
    administration from a recognized institution;
  • Attended Senior Management Course (SMC);
  • Must have a relevant working experience in a public institution of not less than
    ten (10) years, three (3) of which must have be in senior managerial level;
  • Must have knowledge and thorough understanding of the Constitution of
    Kenya, 2010 as well as all the Acts relevant to County Governments and devolution;
  • Must fulfill the requirements of Chapter Six of the Constitution of Kenya, 2010;
  • Must be computer literate.

    Responsibilities

  • Co-ordinate the implementation of tourism policies, strategies, programmes and
    projects;
  • Technical advisor on matters pertaining to tourism;
  • Co-ordinate the implementation and review of county tourism policies and the
    county tourism strategies;
  • Facilitation of the county's membership and participation in tourism related
    international organizations;
  • Overall management in matters related to marketing; planning and regulation of
    tourism in the county;
  • Overall co-ordinator in relation to niche tourism development in the county;
  • Promotion of domestic tourism in the county;
  • Overall planning, direction, supervision and performance management of all
    employees of the county directorate of tourism;
  • Oversee the use, maintenance and inventory of equipment and facilities used in
    the directorate of tourism;
  • Undertaking tourism research and maintaining a depository of all data and
    information on tourism and tourism industry players within Kiambu county;
  • Maintain necessary linkages between the directorate and other stakeholders;

    Qualifications

  • Bachelor's degree in Tourism from a recognized institution;
  • A Master's degree in Tourism will be an added advantage;
  • Relevant four (4) years
    experience;
  • Have good leadership and communication skills;
  • Have knowledge of Tourism and Wildlife legislation;
  • Demonstrate a high degree of professional and technical competence.

  • To create linkages with research and development agencies to promote use of ICT in
    product development and marketing;
  • To ensure availability and access to business financial services;
  • Enhancing capacity of enterprises;
  • Creation of conducive business environment for enterprises;
  • Oversight over the collection, analysis and dissemination of information on enterprises;
  • To encourage industrial incubation and mentorship program for developers of unique
    local products with export potential;
  • To enforce anti-dumping, counterfeit and substandard laws in the County for the
    protection of consumers;

    Qualifications

  • A Bachelor's degree from a university recognized in Kenya;
  • A Master's degree in Entrepreneurship or Economics;
  • Doctorate degree in Entrepreneurship/Economics will be an added advantage;
  • Demonstration of a thorough understanding of enterprise development strategies
    in Kiambu County;
  • Must demonstrate interest in development economics and social entrepreneurship;
  • Relevant ten (10) years' experience.

  • Must demonstrate interest in entrepreneurship;
  • Relevant seven (7) years' experience
