County Government of Kakamega Deputy Director, Human Resource Management and Development Jobs in Kenya



Duties and Responsibilities

The Deputy Director, Human Resource Management and Development will be in charge of coordination of Human Resource function.

Specific duties and responsibilities will entail:

  • Perform a leading role in policy formulation for the smooth running of the Board;

  • Organize and coordinate Board and Committee meetings;

  • Provide secretarial services to the Board and Committees;

  • Prepare Board programs and activities;

  • Prepare periodic and ad-hoc reports for the Board;

  • Oversee Implementation of County Human Resource policies, guidelines and Organizational Structures and Staff Establishment in the County Public Service;

  • Lead in execution of Human Resource functions which include human resource planning, recruitment & selection, performance management, discipline, Training, staff welfare, and staff development;

  • Develop staffing norms, organization culture and modelling for optimal use of human resource;

  • Advise the Secretary/CEO and Board Committees on human resource matters;

  • Initiate and coordinate research on market labour trends and develop strategies for best practices in human resource management and development;

  • Spearhead preparation and review of Schemes of Service and career progression guidelines;

  • Support the Secretary to action Board Decisions and attending County strategic meetings; and

  • Any other duties as may be assigned from time to time.

    Requirements for Appointment

    For appointment to this grade, a candidate must have:-

  • Served in the grade of Principal Human Resource Management Officer Job Group CPSB06(‘N’) for a minimum period of two (2) years with a cumulative period of fifteen (15) years in the Public Service;

  • Bachelor’s degree in any of the following fields: Human Resource Management, Business Administration, Education, Sociology, Law, Political Science/ Government, Anthropology or any other relevant Social Science from a university recognized in
    Kenya;

  • Master’s degree in any of the following fields: Human resource planning, Human resource Management, Human Resource Development, Business Administration, Public Administration or its equivalent from a university recognized in Kenya;

  • Have Certificate of Senior Management Course lasting not less than four weeks (4) weeks from a recognized institution;

  • Current Membership to the Institute of Human Resource Management (IHRM) Kenya in good standing or an equivalent professional body;

  • Certificate in Strategic Leadership Development Programme from a recognized institution will be an added advantage;

  • Certified Secretary (CS - K) and in good standing will be an added advantage;

  • Demonstrated a high degree of professional competence, administrative capabilities and initiative in the general organization and management of Human Resource and a thorough understanding of HR issues and emerging HRM practices & techniques;

  • Demonstrate a thorough understanding of national goals, principles and development goals

  • Have a clear understanding of the County’s mandate;

  • Demonstrate understanding and commitment to the National Values and Principles of Governance and Public Service; and

  • Meet the requirements of Chapter Six of the Constitution of Kenya, 2010 on Leadership and Integrity.
