  • The Council of Legal Education herein referred as ‘Council’ is established by the Legal Education Act, No. 27 of 2012 Laws of Kenya. The core functions of the Council of Legal Education are to regulate legal education and training, license and supervise legal education providers; conduct the ATP Examination and to advice the Government on matters relating to legal education and training.

  • In order to deliver its mandate, Council wishes to competitively recruit full time high caliber officers to the following positions to be based in Nairobi, Kenya.

    Overall purpose of the job:

  • The job holder is in charge of the Directorate of the Corporate Services. He/ she is to provide strategic leadership, coordination, direction and management of Finance and Accounts, Human Resource Management and Development, Administration, Information and Communications
    Technology and Corporate Communications Departments.

  • He/she will be responsible for the development, operationalization and implementation of strategies and policies of the directorate in accordance with the policies specified by the Board of Directors and interpreting and enforcing relevant Government circulars & directives.

    Key Responsibilities

    Duties and responsibilities at this level will entail:

  • Developing and overseeing the implementation of a dynamic corporate strategy that is able to deliver exemplary services and results as envisioned in the strategic plan;

  • Coordinate corporate performance management processes of all the Directorates and Departments at the CLE;

  • Developing the Council’s budget and continuously monitor and evaluate its implementation;

  • Giving oversight to the Council financial affairs and advise the Council on financial planning strategies and policies;

  • Ensuring effective and efficient management of the Council’s resources including finances and assets;

  • Ensuring the provision of meaningful, accurate and prompt management accounts and reports to the Secretary/Chief Executive Officer.

  • Negotiating with banks and donors for appropriate support;

  • Giving oversight to the Council’s human capital affairs, ensuring that the Council has the
    right and sufficient human resource to meet its objectives;

  • Ensuring that current and future space and other facility needs are provided for;

  • Providing oversight for effective records management operations;

  • Overseeing performance management system in the Council;

  • Participating in the development and review of the institution’s strategic plan;

  • Ensuring compliance with Labour laws, public, public financial management act, IPSAS and IFRS and ISO. standards;

  • Reviewing the corporate services business plans in line with the overall strategic objectives and government performance contract; and

  • Overseeing operations of HRM & Administration, ICT, Corporate Communication and
    Finance & Accounting departments.

    Job Specifications

    For appointment to this grade, a candidate must-:

  • Have Bachelor’s Degree in any of the following: Commerce, Accounting, Business Administration, Finance or equivalent qualification from a recognized institution;

  • Have Master's Deeree in any of the following: Commerce, Accounting, Business Administration or equivalent. qualification from a recognized institution;

  • Have a Minimum of twelve (12} years relevant werk experience five (5) of which should be in a management Position;

  • Be a member a relevant professional body;

  • Have a certificate in Leadership Course from a recognized institution;

  • Be proficient in computer applications;

  • Demonstrate competence in work performance;and

  • Fulfil the requirements of Chapter Six of the Constitution.
