Council of Governors Procurement Officer Vacancies in Kenya


Responsibilities:

CoG procurement
  • Coordinate the development of programme procurement plan for SymbioCity Kenya Programme.
  • Manage all activities involved in sourcing suppliers, procurement and quality assurance
  • Overseeing all aspects of purchasing, negotiations and process implementation
    for procurement of goods and services.
  • Identify and develop a sourcing strategy to ensure the programme gets value for
    money while adhering to budget and procurement guidelines
  • Obtain and update information on open market and contract purchase prices.
  • Monitor, document and report on the progress of every supply order and contract
    at agreed intervals;

    Oversight of pilot county procurement
  • Develop of contracts for Quick wins and Change Projects, between Council of
    Governors and Pilot counties.
  • Confer with programme team and pilot counties to determine purchasing needs.
  • Review of procurement documents from pilot counties before forwarding for approval
    and payment.
  • Support Pilot Counties in procurement
  • Any other duty as assigned.

    Qualifications:

  • Bachelor’s degree in Procurement and Supply Chain Management from a
    university recognized by the Commission for University Education.
  • A member of the Kenya Institute of Supplies Management (KISM)
  • A minimum period of five (5) years relevant experience preferably in public procurement.
  • Thorough knowledge of Public Procurement and Assets Disposal Act, 2015 and Regulations thereto.
  • Possession of advanced computer skills.
  • Meet the requirements of Chapter 6 of the Kenya Constitution.

    Council of Governors Program Officer Vacancies in Kenya

    Responsibilities

  • Coordination of intra and inter agency and governmental consultations on
    Infrastructure and Energy sector issues, including existing and evolving energy
    policies, legislation, regulations and programmes;
  • Coordination and harmonization of CoG views and perspectives on energy and
    infrastructure matters;
  • Establishment of an effective research and knowledge management platform for
    sharing best practices in the sector in comparison to other jurisdictions to enhance
    improved service delivery;
  • Review legislation and policies affecting the sector and making proposals for the
    benefit of the Counties interests, to be done in close collaboration with stakeholders
    in the sector;
  • Report on progress and achievements to the Council of governors;
  • Providing a framework for the review and mainstreaming gender and development
    partners engagement and support to county governments on energy provision and
    management issues and
  • Undertake any other responsibilities as assigned by the supervisor.

    Qualifications

  • A Bachelors Degree in law, Development Studies, International Relations, Public
    Administration or any other relevant field.
  • A minimum of 5 years experience in programme coordination or relevant assignments
  • Strong leadership capabilities and a demonstrated record of successful leadership of
    multi-disciplinary teams;
  • Understanding of gender issues;
  • An understanding of the Kenya Constitution 2010 and devolution;
  • Strong report writing skills.
  • Have demonstrated a high degree in work ethics and competencies.
  • Meet the requirements of Chapter 6 of the Kenya Constitution.

    Council of Governors Technical Assistant Vacancies in Kenya

    Responsibilities

  • Supporting counties to effectively domesticate and align agriculture sector policies to
    national policy and legislation frameworks;
  • Providing technical assistance in terms of data, information, research and policy analysis on
    County Governments;
  • Review legislation and policies affecting the sector and making proposals for the benefit of
    the Counties and National interests;
  • Advise on a framework for increased investment in the agriculture sector;
  • Promoting national and county government and inter- county coordination of the agriculture
    and livestock sector by:
  • Participating in joint programming and implementation of activities to provide
    advisory support towards establishing horizontal and vertical functional linkages with
    the various institutions in the country involved in the area of agricultural and livestock;
  • Advising the CoG on the measures to be taken towards establishing horizontal and
    vertical functional linkages with various institutions involved in the area of
    agricultural at both levels of government;
  • Assist in developing strategies and policy guidance for capacity building that would enable
    county governments to respond more efficiently to the new challenges and mandates in
    agriculture;
  • Provide other ad-hoc support as deemed necessary; and
  • Prepare periodic activity and end of assignment reports.

    Qualifications

  • Master’s degree in Agriculture or Veterinary Medicine from a recognized university;
  • Experience working on matters of agriculture in the context of devolution;
  • Advance computer applications;
  • A 10 years’ experience in consultancy in the agriculture sector with 2 year on international
    consultancy;
  • Negotiation and analytical skills;
  • Strong communication and reporting skills;
  • Strong organization and inter personal skills;
  • Good leadership, mentorship and coaching skills;
  • Meets the requirements of Chapter 6 of the Constitution of Kenya 2010;
  • Ability to work under pressure and to meet tight deadlines;
  • Good organizational and time management skills;
  • Ability to research, digest, analyze and present material clearly and concisely;
  • Have excellent interpersonal skills and ability to work on her/his own initiative;
  • Honesty and reliability and attention to detail;
  • Flexibility and adaptability to juggle a range of different tasks and to work extra hours to
    meet deadlines; and
  • Discretion and an understanding of confidentiality
