Job’s Aim

Develop and manage project M&E plan in accordance with approved Performance Monitoring Plan in consultation with technical team.

Oversee project studies including Baseline and Endline Evaluation studies.

Develop and design surveys, review data quality, and contribute to project reports.

The role includes communication of related activities, which encompasses the development of Most Significant Change stories, success stories and case studies, as well as management of the Project’s communication.

Job Specification

Reporting to the Country Manager, the role of the Monitoring, Evaluation and Communication officer is to develop, implement, and refine the project theory of change, monitoring, evaluation and learning plan, Document program impacts and successes of activities and performance at all levels (output and outcome).

The Monitoring, Evaluation and Communication Officer will work closely with the Senior project Officer and the Regional PMEL Manager to implement MEL Plan, to organize regular internal and external learning events and will work collaboratively with the team developing project proposals and reports.

Results and Competencies

Results Areas on

  • Develop M&E and learning plan, tools/Instruments and define monitoring indicators in line with Cordaid M&E Standards

  • Participate in development of the annual work plan, ensuring alignment with technical strategy

  • Ensure quality of data through data verification procedures, including routine data quality checks.

  • Ensure high-quality implementation, in close collaboration with the Project Manager, field-based team, M&E Specialist, and consistency in protocols, information and reporting system.

  • Document and disseminate project related results and best on lessons learnt to inform decision making and monitor the follow up on evaluation recommendations.

  • Prepare regular M&E project reports and assist in the preparation of progress reports in accordance with approved reporting formats and ensure their timely submission.

    This includes quarterly progress reports, annual project reports, inception reports, and ad-hoc technical reports.

    Monitoring & Evaluation Reporting

  • Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.

    Identify the need and draw up the ToRs for specific studies; Recruit, guide and supervise consultants or organizations that are contracted to implement special surveys and studies required for evaluating grant effects and impacts.

  • Work with project team members, the Government and partners to ensure that data is collected, processed, and presented to the various stakeholder audience including community to identify and make informed decisions on challenges in achieving projects outcomes.

  • Ensure quality control of data and information collected, through the development and/or review of tools for the data collection in accordance with the logical frameworks of the project.

  • Ensure that the purpose of the M&E framework is being achieved and enabling decision-making on the project progression and development.

  • Identify data sources for capturing project performance and impact indicators, in conjunction with the project team.

  • Perform other duties assigned by the supervisor.

  • Support setting up a feedback and complaint mechanism for project and coordinate the process in line with the Cordaid Feedback and Complaint Mechanism Guidelines.

    Communications Strategy

  • Develop a communication plan in line with Cordaid’s Communications Strategy to help achieve its objectives and in line with external stakeholders’ requirements (donors, national partners)

  • Plan, develop, and implement effective communications to support the project(s) and initiative(s) branding and messaging priorities, using the full range of modern communication tools, including social media

  • Provide clear communications guidelines and material on Cordaid’s communications strategies and activities to the diverse teams at all levels.

  • Developing short stories/change stories and articles to be published in newspapers/ magazines/ online platforms and Coordinate publicity events as required.

  • Ensure regular content creation for newsletters and prepare monthly alert messages to announce the monthly updating of the web; edit and adapt file formats
    of photographs for web and social media use; adapt video and multimedia files to the required formats and upload to YouTube, when requested.

    Project/ Program Learning

  • Document successes and best practices into appropriate knowledge for Learning

  • Ensure information sharing, consultation and participation and feedback collection are integral parts of the Project

  • Ensure timely dissemination and feedback of available data to appropriate users

  • Ensure effective scale up and depth in programming based on evidence

  • Ensure all MEL related data, reports, and records are clearly organized archived in Cordaid’s software system (DevResults) and country / projects folder location for future reference.

  • Ensure that monitoring data is discussed in the appropriate forum and in a timely manner in terms of implications of reporting and future action.

    If necessary, create quarterly reflection sessions.

  • Organize (and provide) training in M&E for MEL officer staff and other personnel as you see fit with the view of strengthening local M&E capacity and complying with Cordaid MEL standards.

  • Network with external and regional, cluster and global Cordaid MEL team to promote learning and achieve M&E excellence

    People Management, Capacity Building and Risk

  • Strengthen partner capacity to comply and produce high quality M&E products in-line with Cordaid and donor standards & requirements.

  • Support other tasks as required by the Country Manager

    Compliance

  • Complies with Cordaid’s policies and procedures in the area of MEL. Informs and trains other staff on the necessary procedures and systems to comply with the MEL policy.

    Organization Representation

  • Networking and representing the organization through coordinating with stakeholders, partners, government officials such as project line Ministry and JADF to ensure the organization efficiency.

  • Adheres to the Code of Conduct and integrity policies, reports concern and follows regular integrity training, this is a medium risk position.

    Knowledge, Skills, and Experiences

  • University degree or advanced certificate / professional qualification in international development, social sciences, statistics, economics, Project Management, Monitoring and Evaluation or any other relevant subject

  • Minimum of Two to Five years relevant progressive working experience in the field of planning, monitoring, evaluation, accountability and learning in the international cooperation sector

  • Experience and knowledge about program/ project M&E development, project-based working, participatory approaches, statistical analysis programs, and reporting standards

  • Excellent English and Swahili both in writing and communication skills

  • Demonstrated expertise developing and managing project M&E systems, including data quality control and analysis

  • Strong writing and presentation skills

  • Excellent networking and communication skills

  • Experience in organizing and supervising monitoring and evaluation studies/consultancies and ensuring quality deliverables

  • Experience working with international consultants, program support expatriate including supervising them.

  • Willingness to travel to the field to remote areas.

    Contract Type: Fixed term contract – 1(one) year with possibility of renewal based on performance
