Purpose of the position

  • The Grants Manager provides full cycle support to sub-grantees of Cordaid Ethiopia.

  • The Grants Manager ensures that all administrative and financial aspects of grants and contracts management are performed efficiently and to a high standard of quality, from the planning and application phase through contracting, reporting, and close-out.

  • This position ensures that the portfolio of grants complies with Cordaid policies and donor policies and procedures, with an emphasis on oversight of financial reporting and contractual compliance.

    Responsibilities and Accountability

    Grants Management

  • Provide leadership and oversee the execution of Cordaid Ethiopia’s grants management portfolio. Perform functions of financial administration and reporting to include, but not limited to conducting partner assessments, ensuring timely submission and review of sub-grantees reports, review partner backup documentation, development, and adjustment of associated budgets, coordination of budgeted funds.

  • Review and approve partner reports and ensure that partners manage and track expenses against the approved budget.

  • Ensure sub-agreements are competed and awarded in compliance with Cordaid and donor policies.

  • Serve as the liaison between the partner organizations and Cordaid to ensure contractual obligations for the projects are met and to process contractual actions such as equipment purchases, budget revisions, and closeouts.
  • Review partner cash requests and ensure timely disbursements to the partners.

  • Assist in the budget development process and perform budget analysis duties as assigned by the Finance and Operations Manager or his/her designee.

  • Provided input into periodic work plans and carry out progress review of all key outputs and financials (burn rates); monitor and report on partner performance on meeting obligations of partner agreement including targets and reporting deadlines. Conduct visits to partners including field offices, and follow up on all outstanding actionable issues emanating from such visits. Prepare monthly and quarterly summarized performance reports by the
    partner and consolidated them for submission to management.

  • Prepare quarterly audit issues to report to ensure all audit recommendations are addressed.

  • Compile and organize all grant materials, including reports, contracts, etc.

    Capacity Building

  • Provide oversight and lead capacity building of partner staff to meet compliance standards and other contractual obligations.

  • Refine/develop procedures that enhance effective grants management, and relationship building strategies that promote communication and accountability. Strengthen the capacity of Cordaid and partner staff to contribute towards Grants Management and the project objectives.

  • Attend to other duties as directed and instructed by the line manager.

    Qualifications and Experience Required

  • Masters Degree in Accounting, Finance or any other relevant field;

  • Minimum 8 years of relevant work experience at NGOs in financial management functions;

  • Experience managing grants under EU, USAID, and other donors required;

  • Good computer skills, including advanced knowhow of Microsoft Excel, required;

  • Ability to interpret complex grant funding requirements, submissions, and budget projections;

  • Experience in building capacity of organizations required;

  • Demonstrated capacity of working under pressure in a multitasking position;

  • Demonstrated capacity to accommodate a flexible schedule;

  • A self-starter who is able to work independently with minimal day-to-day supervision; and

  • Ability to work in a multicultural environment.
