Objective of the Assignment

  • Overall objective of the assignment is that the COOPI PSEA policy and a country-specific PSEA strategy are put in place within the COOPI Ethiopia program.

    Specific objective is two-fold

  • COOPI staff has an adequate understanding of the PSEA Policy and of the country-specific PSEA strategy.

  • Field base focal points are able to lead the implementation of the strategy

    Main Activities and Timing

  • Desk review of the COOPI PSEA policy and Code of Ethics, and additional relevant literature, e.g. the Inter-Agency Standing Committee guidelines and other policy documents that the PSEA refers to, presence of gender-based violence services in operational areas. Eventual additional literature with a specific focus on Ethiopia may also be reviewed at this stage.

  • Review of prevention, reporting and response mechanisms currently in place within the organization.

  • At this stage, an introductory meeting with the COOPI Ethiopia Head of Mission (HoM) will be organized, to introduce the consultant to the COOPI program, with a focus on typical beneficiaries (aid recipients) of the program.

  • The meeting will also be used to discuss current mechanisms in place for enforcing the PSEA policy and best options for setting up an effective yet viable country-specific PSEA strategy.

    Job Requirements

    Consultant profile

    The PSEA consultant shall have:

  • A relevant university degree. Additional specialization in form of ad hoc courses/learning an advantage.

  • Proven experience in the field of PSEA and related topics, such as Gender-Based Violence, Sexual
    Exploitation and Abuse.

  • Proven experience in providing training in PSEA and/or closely related fields.

  • Experience in providing training to NGO staff and proven understanding of the NGO sector’ context in Ethiopia an advantage.

  • Fluent in written and spoken Amharic.
  • Fluency in an additional language spoken in the target areas an advantage.

  • Proficient in written English language.

  • One technical proposal in PDF including the following information (suggested length: 2 to 3 pages):

  • Short description of the consultant’s background with a focus on education/experience relevant to the assignment.

  • How the consultant intends to implement the assignment, proposed methodology and timeframe for implementation. This shall specify total number of days the consultant proposes for the assignment.

  • Sample of training materials produced in similar past assignments may be annexed to the technical offer but are not mandatory. Sample of materials aims at understanding the consultant expertise and shall be provided fully respecting confidentiality of previous employers.

  • One financial proposal including the consulting fee for the suggested timeframe.

  • Please notice that other costs including transport, accommodation, stationary and printing costs will be covered by COOPI.

  • Please include TIN number and relevant tax registration documents.

  • An updated Curriculum Vitae of the Consultant, included of at least one relevant reference.
