  • The Emergency Response Manager will assume the overall oversight of the North Ethiopia emergency response (Afar, Amhara and Tigray) under the supervision of COOPI Ethiopia Emergency response lead and in collaboration with the Head of Mission.

    Duties and Responsibilities

    Program Development

  • Support the monitoring of the ongoing local context and produce occasional updates/sit reps when needed.

  • Review and provide substantial inputs and/or develop new project proposals following the area of expertise of COOPI in Ethiopia.

  • Support COOPI country office initiate responses to emergency in North Ethiopia, in consultation with the Emergency Response Lead; these include advising on start-up, assessments and logistics.

  • Provide technical assistance to the country office team setup/scaling up the response.

    Planification

  • Support the definition of emergency response strategy in the North of Ethiopia (Afar, Tigray, Amhara).

  • Following grant approvals lead in the preparation of the activities workplan, procurement plan and in the definition of the project expenditures in the PREPPY (activity lines), approve all completed files.

  • Lead, review and approve M&E plan for all projects according to Log Frames.

  • Lead in the definition of all terms of reference (ToR) for project activities implementation.

  • Receive and approve all activity ToR ensuring a direct link and communication with the administration and logistic departments.

    Implementation

  • Start up the emergency projects' implementation in the North of Ethiopia.

  • Support the enforcement of security protocols for COOPI’s staff involved in the implementation of the activities.

  • Support logistics in review received quotations for agreed BoQs, guarantee quality of the suppliers, provide inputs and participate in the necessary evaluations.

  • Lead the overall follow up of all contractors and IP in the area of expertise.

  • Provide required inputs for data collection tools/questionnaires.

  • Revise quality in project M&E reports (e.g. post distribution, etc.).

  • Use collected data/lesson learnt to enhance internal learning with the HoM for proposal development.

  • Lead possible modification requests for project under implementation, in the respect of donors’ procedures.

    External Coordination

  • When needed, attend national, regional and zonal
    cluster meetings with a focus on COOPI sectors of intervention (WASH, Shelter & NFI, Emergency Coordination, Access).

  • When needed, support COOPI Emergency Lead and program coordinator to consolidate and submit all required information and reports to the clusters of operation (4/5Ws, ad-hoc, etc.)

  • Support the relation with COOPI’s donors as well as new potential donors to maintain and increase the emergency portfolio in the North of Ethiopia.

  • Support donors’ visits to the sites of project implementation by liaising with the Head of Mission and Emergency Response Lead.

  • Review donor priorities and evidence from on-going grants (results, objectives and impacts).

    Reporting

  • Lead in reporting for all emergency projects in the North of Ethiopia.

  • Advice the Head of Mission on issues related to project implementation which cannot be solved by the involvement of the operations department, Emergency Response Lead or Program Coordinator.

  • Provide an in-depth analysis on monthly activities implementation and financial forecasting.

  • Provide inputs required in any technical reports.

  • Ensure a final review of project IR and FR together with the Emergency Lead, Program Coordinator and HoM.

    Requirements

    Education/Experiences/Competences

  • Masters degree, or relevant combination of qualifications and experience, in a relevant field;

  • A minimum 5-10 years experience in emergency response, risk reduction and management;

  • Experience in program design, management, implementation, monitoring and evaluation, including SPHERE standards, security and protection considerations;

  • Experience in managing donors funded project, including ECHO, AICS, USAID/OFDA, CERF and relevant rapid response funding mechanisms;

  • Knowledge of Humanitarian system and experience in working in coordination with clusters and relevant working groups;

  • Experience in scale-up emergency response;

  • Willingness to spend high proportion of time travelling (approx 60%) and be deployed with limited notice period;

  • Excellent knowledge of English;

  • Ability to work in volatile security and conflict contexts;

  • Experience in security and safety analysis;

  • Respect of humanitarian principles;

  • Respect of COOPI’s vision and mission.

    Plus

  • Previous successful work experience with COOPI and knowledge of the procedures of the Organization;

  • Good knowledge of the Italian language.
