Objectives of the Consultancy Service

  • CEHRO intends to do this research on the National Human Rights Action Plan (NHRAP) and the Universal Periodic Review (UPR) recommendations to Ethiopia with the aim of developing constructive engagements through evidence-based-human rights advocacy and improve the inclusiveness of the CSOs through clear mechanisms and structures for their participation in the development, implementation, and monitoring of NHRAP I and NHRAP II.

  • Specifically, CEHRO intends to assess the implementation steps taken and the outcomes of the National Human Rights Action plan II (NHRAP II) of Ethiopia and to prepare an alternative document for the NHRAP III which includes UPR recommendations accepted by Ethiopia in May 2019.

    Scope of work

    As a key component, CEHRO intends the scope of work for this consultancy services to focus on the following:

  • Consultants will conduct an activity to rigorously review and assess the efficacy level of the National Human Rights Action Plans (I & II);

  • Consultant(s) will conduct a status update of the implementation of the NHRAP II by taking the lessons learned from the implementation of NHRAP I in the country as one point of reference and produce a background paper to inform CEHRO’s future interventions in the advocacy of Human Rights interlinking the NHRAP with the UPR;

  • Consultants will provide status update/background paper with summary of changes, progresses and the gaps/challenges,
    Consultant(s) will conduct a detailed review of the 2nd NHRAP implementation. The review will consider the following among others:
    assess how the NHRAP II will meets the international standards to promote inclusiveness, especially IDPs in the electoral process;

  • identify any gaps in the NHRAP II;
    determine how the NHRAP II conforms/align with international standards and principles;

  • For the recommendations, the review/assessment exercise will draw examples from best experiences of other countries;

  • Consultant(s) will develop an alternative NHRAP III.

  • Consultant(s) will provide the study’s findings and recommendations for change to be incorporated in the NHRAP III in light of the UPR recommendations accepted by Ethiopia in 2019.

  • Consultant(s) will prepare recommendation for the 3rd NHRAP to be more inclusive and incorporate all the recommendations Ethiopia accepted.

  • Consultant(s) will provide recommendation for clear modalities of
    human rights CSOs participation in monitoring the actual enforcement of the NHRAP.

    Outputs

    By implementing this project, CEHRO expected to see the following outputs:

  • Background paper on NHRAP II implementation in Ethiopia;

  • Status update/background paper with annex of summary of changes, progresses and the gaps/challenges of NHRAP II;

  • Final detailed review/assessment paper of the NHRAP II with a section dedicated to recommendations for AGO;

  • Alternative NHRAP III for advocacy by Human Rights CSOs;

  • Recommendations and inputs for drafting, monitoring and implementation NHRAP III;

  • Recommendations based on the findings for change to be incorporated in the NHRAP III; in light of the UPR recommendations accepted by Ethiopia in 2019;

  • Recommendations and inputs for strengthening inclusiveness of CSOs the 3rd NHRAP;

  • Recommendations and inputs for clear modalities of human rights CSOs participation in the monitoring the actual enforcement of the NHRAP;

    Timeline and number of days

  • CEHRO anticipates the consultant to complete this assignment within one (1) month.
  • The starting date will be the signing of the consultancy agreement.

    Qualifications for lead consultant

  • LLM and minimum 5 years of experience in researching, analysis, reviewing projects relating to Human rights.

  • Relevant experience on design and/or monitoring and evaluation of projects relating to Human rights.

  • Excellent knowledge and understanding of legal, socio-economic, political and cultural context of the country.

  • Excellent written and spoken skills in Amharic and English.

  • Excellent research, analytical and communication skills.

  • Knowledge and deep understanding of Human Rights and its sector.

  • Having knowledge of and/or proven expertise in participatory approaches in conducting assessments and facilitating strategic planning processes, and sstrategic planning document preparation
