Provide strategic leadership and technical oversight for Monitoring, Evaluation, Concern Worldwide Programme Manager – MEAL Jobs in Kenya;Accountability and Learning (MEAL), evidence generation and programme communications across Concern Kenya. Ensure robust systems, credible data and evidence are used to strengthen programme quality, accountability, learning and decision‑making. Lead surveys, evaluations, operational research, grant‑related MEAL, learning and knowledge management, while supervising MEAL, Accountability and Communications functions.

Responsibilities

Monitoring, Evaluation, Accountability & Programme Quality

  • Provide strategic leadership of MEAL systems.

  • Support theories of change, log frames, indicators and monitoring plans.

  • Ensure quality data collection, analysis and use.

  • Oversee monitoring visits, data quality assurance and community feedback systems.

  • Lead Feedback, Complaints & Response Mechanisms (FCRM).

  • Monitor compliance with Core Humanitarian Standard (CHS).

  • Advise Country Director and SMT on programme quality and accountability.

    Programme Support, Surveys & Research

  • Lead surveys, assessments, evaluations and operational research.

  • Provide technical guidance on methodologies and tools.

  • Train and supervise assessment teams.

  • Analyse, report and disseminate findings.

    Grant Management

  • Provide MEAL support in proposal development.

  • Track MEL and accountability commitments.

  • Provide quality‑assured data for donor reporting.

  • Support programme teams in grant adaptation.

    Capacity Building & Localization

  • Identify MEAL capacity needs and provide training.

  • Strengthen local partners and communities in MEAL processes.

  • Promote localization and use of locally generated evidence.

  • Document and share lessons and innovations.

  • Lead programme learning agendas and reflection processes.

    Information Management & Data Systems

  • Provide oversight of MEAL information systems.

  • Manage digital data collection platforms and dashboards.

  • Ensure data governance, protection and quality.

  • Present programme data through dashboards and reports.

    Communications & Evidence

  • Line manage Communications Officer.

  • Identify results and stories for communication.

  • Produce briefs, infographics, case studies and success stories.

  • Ensure ethical, accurate and consented communications.

    Stakeholder Engagement

  • Maintain relationships with government, donors and partners.

  • Represent Concern Kenya in national MEAL and technical forums.

    People Management

  • Line manage MEAL, Accountability and Communications Officers.

  • Set objectives, monitor performance and coordinate workloads.

    Compliance & Safeguarding

  • Uphold Concern’s values and safeguarding ethos.

  • Ensure ethical principles, confidentiality and data protection.

  • Integrate MEAL and accountability into emergency response.

    Strategic Advisory

  • Contribute to organisational strategy and programme design.

  • Provide leadership on programme quality and accountability issues.

    Role Holder Requirements

  • Master’s degree in relevant field.

  • Minimum 5 years’ progressive MEAL experience.

  • Strong experience in MEAL design, data systems and reporting.

  • Experience in survey methodologies (SMART, SQUEAC, LQAS).

  • Experience in theories of change, log frames and donor reporting.

  • Experience in accountability, localization and capacity strengthening.

  • Experience supporting grant management.

  • Strong analytical, communication and stakeholder engagement skills.

  • Proficiency in data analysis tools and Microsoft Office.

  • Fluency in English and Kiswahili.
