Concern Worldwide Programme Director Jobs in Kenya;The job holder will provide leadership in the development and management of all the programmes of Concern Worldwide in Kenya, aligned with and contributing to the achievement of Concern’s Country Strategic Plan (CSP). As a member of the Country Management Team (CMT), he/she will contribute to the management of the Country Programme with specific responsibility for programme design, development, inception, implementation, funding, targeting, quality, efficiency, and impact.
Responsibilities
Programme Development & Implementation
Ensure programmes are designed and implemented in line with Concern Worldwide policies using a results‑based management approach.
Identify new programme interventions and opportunities in accordance with the Country Strategic Plan, based on thorough contextual analysis and using “How Concern Understand Extreme Poverty” guidelines.
Ensure programmes meet Core Humanitarian Standards of accountability and quality.
Ensure Concern retains its capacity to respond and prepares adequately to emergencies.
Frequently visit programme areas and provide feedback to managers and staff.
Develop effective linkages with Government, donors, strategic networks, and partners (including local and national actors, as well as private sector actors).
Support Programme Managers to produce reports in line with donor, government, and Concern requirements.
Guide project teams to develop workplans, budgets, and procurement plans.
Regularly assess and identify risks to the programme and develop strategies to mitigate them.
Ensure programme updates are provided regularly to the Regional Desk Officer and relevant head office staff.
Report on grant potential funding opportunities and ensure CMT contributes to successful applications.
Prioritise programme and grant management through line management structures and track efficiency and effectiveness weekly, monthly, and quarterly.
Support Programme Managers and Coordinators in analyses that facilitate integration of market‑based interventions across the Kenya portfolio.
Ensure appropriate assistance delivery modalities are scoped, assessed, and considered, with emphasis on Cash and Voucher Assistance.
Security Management
Monitor and report on security issues to the Security Focal Person.
Ensure programme staff awareness and adherence to the Country Security Management Plan.
Identify security training needs where appropriate.
Adapt risk mitigation and security measures to delivery modalities, especially CVA.
Budget Management
Identify potential sources of donor funding and develop funding strategies.
Monitor under‑ and overspending in budgets and advise on solutions.
Coach, mentor, and assist budget holders to develop accurate budgets.
Ensure budgets and revisions are prepared and submitted on time.
Ensure full compliance with donor and fiduciary regulations.
Report suspected or actual financial irregularities to the Country Director.
People Management
Ensure sufficient human resources for programmes to meet objectives.
Ensure staff are adequately trained and understand role objectives.
Coach, mentor, and assist budget holders to develop accurate budgets.
Partnerships Management
Lead development and maintenance of strong partnerships with key stakeholders.
Adapt programmes to trends and opportunities, finding solutions to challenges.
Develop partnerships with private sector actors, including financial service providers.
Identify partnerships with local and national actors to support programme delivery.
Provide strategic direction and guidance to partners at meso and macro levels.
Networking & Representation
Represent Concern at relevant technical inter‑agency, UN, Government, and coordination meetings.
Ensure representation in national and subnational coordination fora related to CVA or market‑based approaches.
Monitoring & Evaluation
Ensure Monitoring & Evaluation plans and mechanisms are developed and rolled out.
Coordinate monitoring and evaluation of all programmes within agreed frameworks.
Ensure quality control and timeliness of deliverables.
Foster collaboration between programme teams and the MEAL Unit.
Responding To Emergencies
Participate and contribute to Concern’s emergency response when necessary.
Comply with Concern’s health, safety, and security guidelines during emergencies.
Ensure preparedness measures are in place for timely response capacity.
Ensure all relevant departments are engaged and aware of procedures, including CVA delivery.
Accountability
Promote and ensure compliance with Core Humanitarian Standard commitments.
Ensure staff are familiar with accountability, safeguarding, and CRM principles.
Ensure CRM is functional, accessible, and effectively implemented.
Handle sensitive complaints confidentially, prioritizing safety of complainants.
Specific Responsibilities For Managers
Uphold and promote Concern’s values, demonstrating leadership on equality, diversity, and inclusion.
Actively participate in emergency response when required.
Role Holder Requirements
Master’s degree or equivalent in social science, development management, business management, or related discipline.
Eight (8) to ten (10) years relevant experience, with at least three (3) years at senior management level within a development/humanitarian organisation/NGO.
In‑depth technical/programme knowledge at international level.
Excellent management capability (budgets, people, resources).
Previous experience in programmes focusing on market systems development, climate change adaptation, nature‑based solutions, or health and nutrition systems strengthening.
Ability to engage in high‑level representation.
Excellent communication and presentation skills in English.
Strong coordination and conflict resolution skills.
Good coaching, motivational, facilitation, and capacity‑building skills.
Strong leadership skills and ability to manage change effectively.
