Job Summary

  • Based in Marsabit County, the Officer-WASH will ensure the implementation of Water and sanitation project activities through planning, field level technical support, monitoring and regular progress reporting on Water and sanitation field activities. He/she will contribute to effective and timely completion of Water and sanitation activities, delivery of quality outputs and achievement of outcomes with maximum impact for beneficiaries.

  • He/she will report directly to the County Programme Manager and will work closely with other field team members in health and nutrition, livelihoods, Education and Community Empowerment Sectors.

    Main duties & Responsibilities:

  • Provide technical support to County Department of Water, Environment and Natural Recourses, County Department of Health Services and Contractors on delivery of WASH interventions.

  • Responsible for timely and quality programme implementation, reporting, and monitoring.

  • Work with County Department of Water and Department of Health staff to prepare and implement the monthly work plans for Water Hygiene and Sanitation activities.

  • Support development of County WASH quarterly costed work plans.

  • Where necessary, support in preparation of design documents including bills of quantities and technical drawings for WASH facilities.

  • Coordinate and implement day-to-day Water and sanitation activities with stakeholders including County Departments of Water and Health, contractors, consultants and beneficiaries among others at field level in line with National Water and Sanitation standards, Donor Standards, Concern Worldwide WASH Engineering standards and WHO sector related standards during implementation.

  • Ensure Water and sanitation activities are on time, target and budget, using effective M&E systems to reach desired impact.

  • Assist the County Programme Manager to trouble-shoot any likely challenges during the project implementation.

  • Provide regular and timely updates on project progress.

  • Timely and quality reporting and documentations, ensuring safekeeping of project records.

  • Document lessons learned and best practices and share them with the relevant teams.

  • Undertake communication and liaison activities at field level to actively consult and involve WASH sector beneficiaries.

  • Identify opportunities to collaborate and coordinate efforts with other stakeholders.

  • Ensure a proper management and use of the project assets and stocks;

  • Develop and share Water and sanitation movement plans according to schedules with partners including County line department staff in line with Concern’s applicable policies.

    Responding to Emergencies:

  • Participating and contributing towards Concern’s emergency response, as and when necessary

  • Complying with Concern’s health, safety and security guidelines during emergencies

  • In line with Concern’s commitments under the Core Humanitarian Standard (CHS):

  • Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E).

  • Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed.

  • Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

    Education, Qualifications & Experience Required:

  • Degree in Water, Civil Engineering or Environmental Health.

  • At least three years’ experience in WASH, related construction and hygiene promotion.

  • Knowledge and application of auto/arch CAD.

  • Good understanding of SPHERE, National and other international standards.

  • Excellent computer skills, including proficiency in MS Office and Microsoft Outlook.

  • Ability to Communicate clearly and concisely.

  • A team player and capable of building partners’ and community capacity through WASH-related training.

  • Cross-cultural sensitivity and emotional maturity.

  • Ability to maintain performance expectations in diverse cultural contexts.
