Job Description

Regular communications with international donor partners such as UN Agencies (WFP, UNECEF & UN OCHA) and others based in Semera and other parts of the Region, in
Act as focal contact person for Concern in Semera, Afar Regional State for all government organisations/ departments and other stakeholders in consultation with Head Office.


The LM will contribute on reporting and carry out any other tasks related to the management of Emergency Nutrition Response (ENR) Project in Afar region of different zones and Woredas as required.


Together with the Afar Region ENR Team, establish and maintain cordial working relationship with partners, local and regional government bodies, NGOs and collaborating line bureaus.


The LM is also expected to be active in the region and participate in meetings with key stakeholders representing CW and report back to the Head Office for subsequent decision making.


With direct collaboration and coordination with Concern Worldwide Country Office, the Liaison Manager (LM) will be responsible to carry out the following tasks:


  • consultation with Country Head Office.
  • Ensure the visibility of CW in accordance to the organisation’s rules and procedures.
  • The liaison manager shall be responsible in providing facilitation support for workshops/trainings/meeting arrangements and undertaking to be held in the Region.
  • The LM is responsible in updating major project stakeholders on the major progress of CW projects being implemented in the region.
  • Shall be responsible in submitting reports and documents to be sent by CW to relevant bodies in the region and provide clarification whenever necessary.
  • The LM should provide additional support as needed to the Afar Emergency Nutrition Programme, including in data analysis and reporting, highlighting and identifying programmatic issues and working with the Programme Coordinator to make sure they are addressed.
  • Shall make herself/himself well updated of major issues in the region and shall report to CW Head Office. In addition, the LM manager is expected to report any sudden outbreaks and early warning information that are uncovered in the region to coordination and head offices.
  • Responsible to update himself/herself with the information about CW and its programs in the region.
  • Monitor and provide updates on security issues to the Head Office.
  • Networking, maintain communication and share experience with
    relevant partners and stakeholders to ensure sectorial integration and smooth relationship with local government offices.
  • The LM will support strategic partnerships with the region as well as other donor partners in the region by providing top- quality facilitation in any collaboration efforts for emergency nutrition project.
  • Formal minutes/reports/briefings will be required from the liaison manager to CW to each meeting and other events conducted in Afar region.
  • The LM should strongly communicate with HO before and after attending external meetings specially with PD and EC
  • Perform other relevant activities as identified and required by the emergency managers and Head Office

    Job Requirements

  • Minimum of a Bachelor’s Degree (nutrition or public health preferred) ; Masters desirable;
  • Excellent interpersonal and mentoring skills to support and develop staff capacity of field based teams
  • Excellent knowledge of national and international guidelines, protocols and standards for nutrition response interventions the National Nutrition Programme
  • Extensive experience on representing and attending higher level coordination meetings
  • Experience in monitoring and evaluation of nutrition projects, including project data management/analysis
  • Related extensive experience (minimum eight years for bachelor and six years for masters)
  • Minimum of one year’s experience of directly managing support functions (logs/HR/Finance) with strong knowledge and understanding of Concern’s policies and procedures and the ability to ensure they are correctly followed
  • Experience of managing a team and of providing support to teams from a distance
  • Excellent analytical skills and ability to analyse nutrition information and data and generate high quality reports in line with Concern and Donor specifications
  • Ability to identify, analyse and solve problems, employing timely and appropriate decision making to implement solutions
  • Strong communication skill
  • Ability to follow policies and procedures (admin/HR/finance/logistics) and ensure donor compliance
  • Strong computer skills including database management, Microsoft Word and Excel
  • Excellent English and Afar communication skills (verbal and written)
  • Empathy with Concern’s Vision, Mission, Goals and Objectives
