Project explanation

Concern Worldwide leads the Somali Cash Consortium and co-chair the Somalia Cash Working Group. The Somalia inter-agency Cash Working Group (CWG) was reactivated in February 2017, on the backdrop of the increase of agencies using Cash and Voucher Assistance (CVA) to respond to the drought.

The CWG convened on a basis to provide a forum for agencies implementing cash and vouchers assistance in Somalia to engage, share learning and coordinate activities.

The main goal of the cash-working group is to lead an effective inter-sectoral cash coordination mechanism aimed at improving the coordination of cash assistance, quality of implementation of cash assistance and Monitoring, Evaluation & Learning, as well as ensuring a systematic and evidence based cash and market programming for Humanitarian and longer term planning for the Somalia Response.

Main tasks

One of the main activities of the Somalia CWG is to map ongoing and planned cash and voucher assistance in the country.

This is done through collection, analysis and visualization/mapping of cash data from all reporting cash partners and includes: i) sectoral cash that is reported through the clusters to OCHA, ii) Multi – Purpose Cash Assistance (MPCA) reported to the cash working group through REACH and iii) Safety nets and shock responsive safety nets cash reported to the cash working group also through REACH.

Mapping of sectoral/ cluster cash, safety nets/shock responsive safety nets and MPCA cash is visualized here on a monthly basis. The mapping provides a good overview of scale (amount of cash programming in each region) and gives a sense of coverage (assistance vs. need people in IPC 3-4).

The information Management officer (IMO) will be one of the core Somalia Cash Working Group coordination team member and will play a vital role in collecting, analysing, and sharing information that is important for the cash working group stakeholders to make informed, evidence based and strategic decisions.

The IMO will support by collecting and analyzing data and information required to make programmatic decisions. As such, the IMO needs to be able to liaise and communicate with many different types of people and agencies.

Fundamental to the job is the ability to collect and analyse data as well as to present information in a way that is easily understood by the working group members. Sometimes this is through graphic means such a mapping but also through tables and charts.

The IM 4Ws template facilitates data collection, processing and response analysis. By producing project reports and maps, the IM officer can visualize gaps and overlaps of partner responses, and avoid duplication of cash and voucher assistance.

Consistent information sharing by partners facilitates project tracking and monitoring, and ultimately result in evidence-based decision making for strategic intervention and improved implementation. Furthermore, use of the IM 4Ws template enhances the dissemination of timely and accurate information for advocacy efforts..

Deliverables

Data review and consolidation

  • Provide IM services to the CWG which will include managing the IM tools, data collection, cleaning, collation, analysis and dissemination processes relevant to the needs of CVA

  • Organize and manage the data input and initial analysis and presentation of data for CVA

  • Establish, collect information for and maintain the Who does What Where and When (4W) database and derivative products, such as maps and dashboards

  • Compile all the cash data from REACH and OCHA, and submit clean data to HDX for visualization

    Data analysis

  • Provide stakeholders regular and adhoc analysis as requested to help them understand CVA response in country

    Engagements

  • Work closely with REACH to ensure the submitted MPCA and Safety nets cash data is clean and accurate

  • Work closely with the OCHA IMO to ensure the submitted sectoral cash data is clean
    and accurate

  • Liaise with OCHA HDX to ensure the monthly mapping of CVA is up to date

  • Respond to the working group membership’s needs for information on an ongoing basis

  • Liaise with OCHA and IM Focal Points in other clusters/sectors – share information as appropriate and identify and gather information from other sectors which can inform CVA

    Representation

  • Represent the CWG in any IM fora

    Dashboards and Websites

  • Identify the need for new dashboards and work with intended users to design them

  • Ensure that the CWG website is kept up to date

  • Any other tasks that may be required (within reason) to achieve the objective of this assignment.

  • This position shall be reporting to Somali Cash Consortium Programme Coordinator/Somalia Cash Working Group Co-chair; based either in Mogadishu or Nairobi based, with regular trips to Somalia and/or Nairobi.

    Qualifications Required

  • Degree in Computer Science / ICT / Information Management or similar

  • Microsoft Office certifications, from Microsoft or authorized third-party trainer in: Excel; Power BI; SharePoint (cloud); Power Apps; Power Automate; Common Data Service

    Skills Required

  • Advanced Excel, including Pivot tables and Power Query

  • Power BI; data loading, visualization and publishing

  • Managing SharePoint document libraries

  • Knowledge of Microsoft’s Common Data Service
    SharePoint administration

  • Data system architecture design

  • System documentation and guidance note drafting

  • Web development using HTML

    Desired

  • Building and maintaining model-driven PowerApps
    Client-side SIP/VOIP system setup and maintenanc

    Experience Required

  • At least 5 years’ experience in managing an organisation’s data and data systems

  • Experience of rolling out multi-location ICT services

  • At least 5 years’ experience in using Microsoft data ecosystem, and tools including Excel, Power BI, SharePoint online, Power Apps, Power Automate (Flow) and Common Data Service

  • Experience of working in complex, insecure environment

  • Flexibility including willingness on occasions carry out additional duties and tasks as required, to adapt to a changing operational environment.

  • Fluent spoken and written English and Somali

  • Ability and willingness to communicate confidently and flexibly, choosing the most effective means, including emails, phone, Skype and in-person.

  • Actively participate in Concern accountability initiatives (communication strategy, participation and CRM for example) ensuring that they are integrated into the project

  • Undertake other related duties as may reasonably be assigned by the Finance and Systems Director.

    Remuneration

    Please provide your quotation showing;

    Rate per day or per month. Note that the payment shall be subject to 5% withholding tax under Kenyan tax laws if paid from Kenya.
