Concern Worldwide Head of Field Office Jobs in South Sudan; The HoFO will be responsible for the overall leadership, coordination and management of Concern Worldwide’s programmes in NBeG State. Key activities include security monitoring and protocol implementation, coordination and leadership of the programmes and sectors, including strategy, budget and implementation oversight and ensuring the effective and efficient management of programme staff and programme logistics, in collaboration with the NBeG‑based support team (finance, logistics, admin and HR). The HoFO serves as Concern’s most senior representative at the state level, providing leadership in external engagement with key stakeholders.

Responsibilities – Programme Development and Coordination

  • Lead on situation and context analysis and programme proposal development for the NBeG programmes.

  • Ensure effective and high‑quality implementation of Concern’s integrated emergency response and recovery programme (Health, Nutrition, FSL, WASH, Protection/GBV, Shelter and NFI).

  • Provide oversight and support to programme managers and staff to monitor conflict sensitivities, procurement, expenditures, and donor reporting.

  • Monitor programme budgets and ensure optimal resource utilisation in line with Concern’s financial procedures.

  • Support cross‑sectoral programme reviews, capture lessons learnt, and adapt strategies.

  • Ensure mainstreaming of cross‑cutting issues (Accountability, Gender, Protection, Safeguarding, Rights‑Based Approach, Do No Harm).

  • Engage local authorities and communities in programme development.

  • Contribute to country programme strategic planning and emergency preparedness capacity.

  • Facilitate and coordinate external/internal visits, ensuring effective planning and logistical support.

    Security
  • Act as Security Focal Point for NBeG State, ensuring implementation of Concern’s Security Management Plan.

  • Ensure staff adherence to security protocols and orientation on conflict sensitivities.

  • Monitor and report on security/conflict status to senior leadership.

  • Organise and chair weekly/ad‑hoc security meetings and share updates.

  • Maintain updated security communication trees and staff lists.

  • Participate in annual review of the Security Management Plan.

    Reporting and Donor Compliance
  • Support timely submission of internal and donor reports.

  • Work with PD and Grants Unit to develop proposals and concept notes.

  • Ensure timely production of high‑quality annual reports.

    Staff Development
  • Supervise managers and lead the staff team, providing strategic leadership.

  • Set performance objectives, monitor progress, and evaluate staff.

  • Strengthen staff skills through mentoring, coaching, and
    feedback.

  • Recommend promotions and lead disciplinary actions when required.

  • Address staff complaints and conflicts in coordination with HR.

  • Support recruitment and induction of new staff.

  • Ensure adherence to Concern’s Code of Conduct, safeguarding, and humanitarian standards.

    Representation
  • Represent Concern to donors, clusters, coordination fora, and government departments.

  • Develop and maintain effective relationships with authorities, NGOs, UN agencies, and communities.

  • Lead coordination approaches for coherent emergency interventions.

    Accountability
  • Promote meaningful community participation at all project cycle stages.

  • Ensure Feedback, Complaints and Response Mechanism (FCRM) is functional and accessible.

  • Disseminate safeguarding and expected staff behaviour information among communities.

    Education & Qualifications Required
  • At least five years’ experience managing complex field‑based operations in emergency response programmes, with two years in international contexts.

  • Experience leading multi‑sectoral programme teams in remote locations.

  • Solid knowledge of finance, logistics, and administration.

  • Experience monitoring/reporting budgets and ensuring accountable use of funds.

  • IT literacy and sound knowledge of MS Office, especially Excel.

  • Experience working in insecure areas and willingness to travel to remote environments.

    Desirable
  • Master’s in development studies, sociology, or related field.

  • Understanding of sectoral coordination and priorities.

  • Experience promoting community participation in programme design and evaluation.

  • Experience in institutional strengthening of government and local NGOs.

  • Experience conducting emergency assessments and rapid response mechanisms.
