  • Communication for Development Foundation Uganda (CDFU) is a non-governmental
    organization that provides Development Communication services aimed at influencing
    positive behavior change for the social development of men, women and children in
    Uganda and the entire East African Region.

  • CDFU wishes to recruit a qualified Ugandan to fill-in the position of Research, Monitoring, Evaluation and Learning (MEAL) Officer.

  • The MEAL Officer will be based in Kampala.

  • He/she will report to the Executive Director and be responsible for managing Research, Monitoring, Evaluation and Learning aspects of the organization.

    Specific Duties will Include

    • Take lead in all CDFU and project related monitoring and evaluation activities including: routine project/Activity monitoring, data collection and entry; M&E discussions; evaluations and studies/ learning: and routine reporting.

    • Develop Activity Monitoring, Evaluation and Learning Plan (AMELP) for CDFU and its projects.

    • Review and maintain an efficient and effective monitoring and evaluation system.

    • Ensure compliance with donor, CDFU and other project reporting guidelines.

    • Serve as primary liaison to partners and sponsors/potential donors regarding
    coordinated learning, monitoring and evaluation activities and reporting.

    • With support from the CDFU Management and project coordinators/project
    M&E officers, conduct data audits to ensure that all information required for
    submission to CDFU/partners is valid and reliable.

    • Analyze and prepare monthly, quarterly, semi-annual, annual and other special
    reports, while tracking performance at intermediate results level (report against
    the indicator performance table).

    • Together with CDFU staff and Management, take lead in preparing the CDFU
    annual work plans and the Activity Database.

    • Manage the CDFU work plan and the Activity/ project database.

    • Conduct routine field visits to ensure proper (in conformity with minimum
    standards) and timely implementation in order to track progress against work
    plan and set objectives.

    • Enhance staff and implementing partner capacity in the use
    of activity assessment
    tools and value of monitoring and evaluation.

    • Support documentation of impact stories.

    Qualifications and Experience

  • A Bachelors Degree in Statistics or Social Sciences: Sociology, Demography, Quantitative Economics, Development Studies or any related discipline. Post graduate training in M&E will be an added advantage

  • Good understanding of M & E as a Management tool;

  • Experience of at least 5 years working on M&E for USAID and UN programs desired; experience working on M&E for national-level behavior change communication programs required;

  • Sound working knowledge and technical competences in research, monitoring and evaluation principles, methodologies, practices and proficiency with data analyses using recommended computer packages;

  • Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel), and demonstrated proficiency in using at least one data management software package, one quantitative software package, and one qualitative analysis software package.

  • Experience using online digital software for Data collection and analysis.
