Consultancy period: Between 16th September to 28th of September

The strategy includes:

General objective: to contribute to improving the living conditions of pastoral and agro-pastoral communities in the Somali region, alleviating the effects of drought.

Specific objective: To increase the resilience of the Liben Zone communities, through an integrated and transdisciplinary approach to the well-being and health of the environment, herds and shepherds.

The CCM component of the project aims to achieve the following expected result:

  • ER1) One multi-stakeholder One Health platform active in each woreda and kebele

  • ER2) Pastoral communities have better access to water and take part in conservation

  • ER3) better food and nutritional safety in pastoral and agro-pastoral communities

  • ER4) A Community alert and risk containment system for outbreaks and environmental changes is in place.

    The beneficiaries are the pastoral and agro-pastoral population in the 6 Kebele in Filtu, Deka Suftu and Kersa Dula: it is estimated that there are about 22,800 people in the area, in families of about 7 members each, among them:

    For the activities of ER1 an estimated total of about 150 beneficiaries will take part in the platforms One Health and they will benefit of training and education activities.

    For the activities of ER2 we estimate to reach the following beneficiaries:

  • 7,500 members of the community (60% of which women) will take part in the educational campaigns on hygiene and home practices against the risk of zoonosis.

  • 1,750 members of the community (over 50% of which women) will receive filters to purify water

  • 4,200 members of the community (about 56% of which women) will enjoy an increased income and better welfare of their animals due to the construction of reservoirs and troughs

  • 1,190 members of the community (about 56% of which women) will enjoy an increased income and higher land produce

  • 2,100 members of the community (about 56% of which women) will benefit from pasture remediation

  • 60 members of the community (40 of which women) will take part in the cooperatives for the production and stockade of fodder

    In the framework of the project developed in the Liben Zone, all the activities will be concentrated respectively in the communities of Golbo and Osobay involving the local representatives of each Woreda.

    To guarantee the success of the mission the consultant must include in each activity a representative of each Woreda of the offices of Water and Natural Resources, Health, Livestock and Pastoral Development, Agriculture, Women's Affairs, Disaster Prevention and Preparation, Zone representatives belonging to the Disaster Prevention and Preparation, Livestock offices and Pastoral Development, Health and the CCM and CISP project staff.

    The members of two of the six Multi Sectoral Platforms (MSPs), created and supported within the project in each district.

    The specific activity requested are:

  • Meeting with the 20 members of two of the six Multi Sectoral Platforms (MSP), created and supported within the project in each district, to: discuss the meaning traditionally associated with the concept of climate and to analyse the relationships existing between the climatic conditions and lifestyle of local populations; to encourage the sharing of problems encountered in pastoral communities, highlight the impact of extreme climate events on pastoral groups living in the areas of intervention

  • Implementation of a theoretical-practical training course on the concept of Climate and Environment, in-depth study of the basic notions of Meteorology and data collection methods. A total of 20 people will participate in the Training, including representatives of each Woreda from the Water and Natural Resources, Human Health, Livestock and Pastoral Development, Agriculture, Women's Affairs, Disaster Prevention and Preparation offices, Zone representatives from the Prevention offices of Disasters and Preparation, Livestock and Pastoral Development, Health and the CCM and CISP project staff

  • Installation of a
    manual weather station at the administrative offices of each Woreda.

  • Meetings with the competent authorities of the Liben Zone to present the objectives and methodology of the proposed intervention and discuss the potential of a correct collection of climatic and meteorological data. Two meetings are planned: the first will be held before field activities and training, to present the mission and discuss its objectives and methodologies; the second will be realized at the end of the mission, to analyse the results of the intervention and collaboration with the authorities and the communities of the woreda involved

  • Visualization of the data collected within a web viewer
    Expected Outputs

  • Develop a system for the daily collection of meteorological data

  • Empower and motivate the Local authorities from the Woreda and involve them in the developpe and manage an innovative system for data collection

  • Stimulate the creation of new initiatives and the participation of new actors.

  • Installing one Metrological system for the data collection

  • Report the activity realized describing the detailed information of the result reached

  • Develope a digital map and online system for the collection of meteorological data
    Users of the web viewer

    Main users of the web viewer will be:

  • CCM and its counterparts

  • Italian Agency for Development Cooperation – AICS

    Timeframe

    The mission shall be conducted during the period between 16th to 28th September 2019 and must be submitted and approved by CCM within 20 days from the completion of the field visit

    Proposal submission

    In response to these terms of reference, potential consultants are requested to submit a detailed technical and financial proposal outlining how they propose to address the evaluation objectives to the commissioning manager at CCM. The proposal should outline the following:

  • Description of the methodology and approach

  • Detailed Work Plan and calendar

  • Financial proposal split into main headings, taking into consideration that the total amount of budget for the consultant service is 10.000 €, including flight, business visa and insurance. Please consider that CCM will provide the following:**

  • Transfer from Addis Ababa to Filtu (Somali Region);

  • Transport in Filtu Woreda (Somali Region);

  • Accommodation in Filtu (Somali Region) and in Addis Ababa;

  • Materials for the activities and the training

  • CVs of evaluators, detailing qualifications and experience appropriate to the objectives above;

  • 3 References of previous employers for similar work;

  • Portfolio of previous evaluations, preferable similar to the project presented.

    Required Qualifications/Expertise

    The individual or team should have the following specific experiences and qualification:

  • University Degree in Environmental Science or affine

  • Preferable experience in collaboration with NGO and institution for the development of studies and research.

  • More than five years of work experience in realization of research related with environmental theme and innovation system.

  • Knowledge of hydrology, applied meteorology, disaster prevention and risk management.

  • Experience in the implementation of research and studies using the mapping and web-GIS applications.

    Evaluation criteria

    The consultant proposal shall be evaluated against the following criteria

    a) Technical proposal

  • Adequacy and technical quality of the proposal in meeting TORs, proposed scope and focus;

  • Background and experience of the consultant firm and/or individuals.

    b) Financial proposal

  • The total financial requirement of the consultant to carry out the task is in accordance with the available budget.

    Terms of payment

    The consultants will receive remuneration under the following terms of payment which will be based on the output of the work and not on the duration that it might take:

    First tranche: 30 % of the total shall be paid upon signing of the contractual agreement

    Second tranche: 30% after the submission of the first draft of the report

    Third tranche: 40% after the submission and the approval by CCM of the final report
    Management structure

    The Contracting Authority shall be represented by CCM project coordinator, also responsible for the provision of general technical support.
