Clinton Health Access Initiative Senior Associate, Sexual, Reproductive, Maternal and Newborn Health Jobs in Uganda;Reporting to the Program Manager — Emergency Referral Systems, the Senior Associate will provide technical and analytical support to strengthen emergency referral systems for mothers and newborns in Uganda.

The role works across community, facility, and district levels to assess referral pathway gaps, design and pilot interventions, support protocols and tools, and track performance.

Responsibilities

Program Management

  • Support design, planning, and implementation of referral system interventions

  • Develop and maintain work plans, trackers, and monitoring tools

  • Draft subcontracts for communication specialists and consultants

  • Oversee performance management approaches including KPI tracking and reporting

    Relationship Management

  • Build strong relationships with Ministry of Health, district health teams, and facilities

  • Provide technical assistance in developing referral guidelines and protocols

  • Coordinate with SRMNH workstreams to ensure integrated approaches

  • Engage partners and donors to share learnings and align priorities

  • Represent CHAI in technical working groups and forums

    Strategic Communication

  • Synthesize data into actionable insights for government, donors, and internal teams

  • Prepare reports, presentations, case studies, and knowledge products

  • Contribute to abstracts, success stories, and lessons learned documents

  • Develop concept notes and funding proposals for expansion and sustainability

    Financial Management

  • Track expenditures and ensure grant reporting compliance

  • Develop activity budgets and align with approved financial plans

  • Ensure compliance with CHAI finance and operational policies

  • Support preparation of donor reports on budget execution

    Problem-Solving

  • Conduct landscape assessments and situational analyses of referral pathways

  • Analyse data to identify bottlenecks and opportunities for improvement

  • Develop evidence-based recommendations for communication, transport, and triage gaps

  • Adapt global best practices to Uganda’s context

  • Conduct data quality assessments and support improvements

    Technical

  • Provide input to design and rollout of referral protocols and tools

  • Support
    assessment of transport and communication mechanisms

  • Map referral networks including EmONC-capable facilities and routes

  • Develop training materials and facilitate capacity building sessions

  • Support facilities to implement referral documentation systems

  • Integrate referral data into health information systems and digital tools

    Qualifications

    Education

  • Bachelor’s degree in Public Health, Nursing, Medicine, Health Sciences, or related field

  • Advanced degree (advantageous)

    Experience

  • 3–5 years’ experience in health systems strengthening, maternal and newborn health, or related field

  • Proven track record managing complex projects with multiple stakeholders

  • Experience working with government agencies or international organizations (preferred)

  • Experience in referral system strengthening or EmONC programs (advantageous)

    Skills

  • Strong analytical skills with proficiency in quantitative and qualitative analysis

  • Ability to design monitoring frameworks and performance tools

  • Proficiency in data visualization and reporting

  • Excellent communication and interpersonal skills

  • Strong organizational skills and attention to detail

  • High proficiency in Microsoft Word, Excel, and PowerPoint

    Advantages

  • Experience in fast-paced environments (consulting, international development)

  • Familiarity with Uganda’s health system and HMIS/DHIS2 platforms

  • Knowledge of EmONC standards and referral protocols

  • Experience with digital health tools for referral tracking

  • Experience in maternal and newborn health programs
