Overview: Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses.

Based on the premise that a business-oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management.

CHAI does not operate stand-alone programs, nor does it build parallel health systems. Rather, CHAI works at the invitation and in support of governments.

CHAI's teams are working side-by-side with more than 30 governments to tackle many of the largest barriers to effective health care.

CHAI Ethiopia is currently carrying out a wide range of programs to support the Ministry of Health in improving access to and increasing the quality of health services.

As one of CHAI's largest field offices with more than 170 staff, the Ethiopia office operates programs across Maternal, newborn and child health; HIV/AIDS; Woreda Transformation; Vaccines; Child Survival; Cancer;HIV; Health Financing and HRH.

The health financing program aims to transform how the health system is financed to substantially and sustainably increase access to services, beginning with essential services for those most in need.

Program Description: The Government of Ethiopia is rolling out health insurance with the goal of reaching most of its population of 100 million people by 2020.

The government is scaling up community-based health insurance for the informal sector, rolling out social health insurance for the formal sector, and harmonizing these two schemes under a national insurance scheme.

This is one of the most ambitious health financing reforms on the continent, and if implemented well, has the potential to transform the health system and move the country closer to its goal of universal health coverage (UHC) by 2030.

To successfully roll out this ambitious reform, the Ethiopian Health Insurance Agency (EHIA) will need to overcome technical, operational and management challenges.

CHAI has been asked by senior leadership of the EHIA to provide comprehensive support in testing innovations across pilot Community Based Health Insurance (CBHI) schemes, to ensure health insurance can be sustainably brought to scale.

This includes putting in place more efficient and effective management structures and information systems, new processes to better incentivize and hold providers accountable for efficient and high quality service delivery, and new policies and processes to enroll hard to reach populations.

To support these reforms by a more efficient and robust data management system, the agency, with the support of CHAI is piloting an IT platform that supports the core business processes of CBHI, from member enrollment to claim submission, and reimbursement in real time.

Responsibilities

EHIA and CHAI are seeking a highly motivated individual with outstanding technical capabilities to maintain and improvise the IT system that is currently being piloted in Tigray region. The IT system runs on a Ruby on Rails backend with a PostgreSQL database.

The system frontend is composed of ReactJS web applications and Native Android (Kotlin) applications. The Full-stack Engineer will be seconded to
EHIA’s Information Technology Directorate at headquarters. He/She is expected to work closely with the CHAI Ethiopia project team.

Key responsibilities include, but are not limited to, the following:

  • Develop and collaborate to maintain highly performant Ruby on Rails based web applications with simple, clean, efficient, maintainable code

  • Manage projects throughout the full development life cycle including: understanding the needs of the users, making recommendation on those needs, designing, developing and supporting those solutions

  • Work collaboratively with functional managers and end users to respond to changing business needs.Support development of training materials, facilitate TOTs, train and support end users on a day to day bases.

  • Develop, review and prepare necessary technical reports including presentations, technical briefs and working/concept papers
  • Support identification of new technologies or hardware as well as their integration into existing and prospective national IT systems
  • Set up systems to facilitate monitoring and early identification of problem areas during the roll-out and implementation of the insurance IT system and work with management to address these problems as they arise
  • Conduct assessments of relevant information systems in Ethiopia and other countries, providing recommendations based on best practices and a strong understanding of the context
  • Adhere to Government/Ethiopian Health Insurance Agency institutional standards and procedures in all responsibilities
  • Other responsibilities as requested by management of the Ethiopian Health Insurance Agency.

    Qualifications include the following:

  • 7+ years of web application development experience (a minimum of 2+ years Ruby on Rails)

  • 3+ experience in Frontend technologies (React, JS)

  • Strong database skills in SQL and experience in managing databases (PostgreSQL or MySQL)

  • Experience with Rails API application frameworks and functional programming style in Ruby

  • Solid understanding of object-oriented programming and fundamental design principles of a scalable application

  • Good experience with Unix and Bash shell. Knowledge of containers, dev ops and server management.

  • Knowledge of professional software engineering best practices for the software development life cycle, including coding standards, code reviews, source control management, continuous integration, build processes, testing, and operations

  • Minimum of Bachelor's degree in Computer Science, Software Engineering, Electrical Engineering or related field or equivalent experience

  • Proficient in technical development concepts, latest software tools and technologies, database concepts, and system design and architecture;
  • Experience communicating technological concepts and processes to non-technical stakeholders with limited computing skills;
  • Excellent problem solving, analytical and quantitative skills, including attention to detail;
  • Strong communication skills, including delivery of compelling presentations and documents;
  • Strong interpersonal skills and ability to achieve consensus amongst stakeholders;
  • Able to provide capacity development activities for EHIA IT directorate staffs
  • Ability to work independently, set priorities and handle multiple tasks simultaneously;
  • Ability to learn on the job quickly and absorb and synthesize a broad range of information;
  • Ability to navigate ambiguous and complex processes and be flexible;
  • Strong command of the English language and Amharic required;
  • Understanding of the Ethiopian health system, especially Community Based Health Insurance (CBHI), is an advantage;
  • Willingness to travel within Ethiopia as needed.
