Clinton Health Access Initiative Program Manager, Sexual, Reproductive, Maternal and Newborn Health Jobs in Uganda;Reporting to the Senior Program Manager – SRMNH, the Program Manager will provide technical and operational leadership for CHAI Uganda’s Emergency Referral Systems (ERS) program.
The role oversees design, delivery, monitoring, and evaluation of interventions across workstreams, supervises program associates, and collaborates with the Ministry of Health, partner organizations, and CHAI’s global Women and Newborn team.
Responsibilities
Program Management & Leadership
Lead design, implementation, monitoring, and reporting of ERS activities
Develop structured work plans, results frameworks, risk registers, and budgets
Lead quarterly and annual performance reviews and foster accountability culture
Identify strategic areas for expansion and guide proposal development
Facilitate fundraising and business development through grant writing
Ensure documentation and dissemination of best practices
Relationship Management
Manage relationships with Ministry of Health, district health teams, and partners
Represent CHAI at national and subnational technical forums
Collaborate with partners to ensure synergies and avoid duplication
Facilitate cross‑program collaboration within CHAI Uganda
Maintain interaction with CHAI global teams for cross‑country learning
Strategic Communication
Lead development of high‑quality reports, donor updates, and presentations
Synthesize program data into actionable insights for diverse audiences
Document and disseminate best practices and success stories
Represent CHAI Uganda’s ERS program in national and global engagements
People Management
Manage, develop, and motivate a team of 2–3 members
Foster a culture of professionalism, innovation, and continuous improvement
Build team capacity in project management, data analysis, and stakeholder engagement
Provide constructive feedback and identify career growth opportunities
Financial Management
Lead program budget planning, tracking, and reporting
Allocate team resources in line with donor requirements and objectives
Coordinate cross‑team resource allocation for efficiency
Ensure compliance with CHAI Uganda finance and operations policies
Problem‑Solving
Identify and manage program risks, escalating sensitive issues as needed
Apply data‑driven approaches
to problem‑solving and decision‑making
Develop tools to improve processes and optimize impact
Document and disseminate best practices and lessons learned
Technical
Provide technical leadership in ERS interventions using quality improvement approaches
Guide partners and government counterparts in logistics, capacity building, and monitoring
Design performance‑monitoring plans to track impact of interventions
Qualifications
Education
Master’s degree in Public Health, Business Administration, or related field (preferred)
Bachelor’s degree minimum with exceptional experience
Experience
5–7 years’ experience in results‑driven environments, including 2+ years in leadership
Experience managing complex, multi‑stakeholder programs with budgeting and planning
Experience working with Ministries of Health or government agencies
Proven track record of project delivery in global health or international development
Experience in maternal and newborn health, SRH/FP, supply chain, or health systems strengthening
Skills
Strong analytical and problem‑solving skills with data‑driven approach
Excellent program management and structured planning skills
Exceptional communication and presentation abilities
High emotional intelligence and adaptability under pressure
Strong organizational skills and attention to detail
Proficiency in Microsoft Word, Excel, and PowerPoint
Advantages
Experience working with government officials and multilateral organizations
Experience in business development and fundraising
Familiarity with Uganda’s health system and partner landscape
Experience in management consulting or similar fast‑paced environments
