Climate Change Adaptation Section Programme Management Officer Jobs in Ghana; The Programme Management Officer supports UNEP’s Climate Change Division in delivering strategic guidance and high‑impact action toward climate stability.
The role focuses on project management, technical support, and adaptation policy coordination within the Climate Change Adaptation Unit (CCAU), contributing to Ghana’s resilience and sustainable development goals.
Key Responsibilities
Project Management & Technical Support
Provide technical guidance and identify interventions to achieve project objectives.
Review and analyze national development plans, socioeconomic data, and reports.
Support delivery of project objectives and ensure adherence to UNEP financial and administrative rules.
Prepare budget estimates, expenditure forecasts, and monitor resource utilization.
Undertake missions to project sites to provide technical guidance and coaching.
Monitor progress through work‑plans, reports, and M&E data; identify challenges and propose solutions.
Document lessons learned and good practices for regional and global sharing.
Provide technical inputs and quality review of project outputs and deliverables.
Adaptation Policy Process Coordination
Draft terms of reference, policy briefs, research tools, and guidelines.
Prepare background information and technical reports on project activities.
Organize and participate in consultative meetings, seminars, and workshops.
Establish and maintain links with national and local stakeholders, including authorities, NGOs, and private sector actors.
Maintain communication with UN specialists and partners.
Act as national technical focal point and ensure project visibility.
Draft and translate communication materials, news releases, and official correspondence.
Collect and analyze data to identify trends and provide insights through visualization tools.

Requirements
Education
Advanced university degree (Master’s or equivalent) in Business Administration, Environmental Science, Management, Economics, Social Science, Project Planning and Management, or related field required.
First‑level degree with two additional years of relevant experience may be accepted.
Work Experience
Minimum 5 years of progressively responsible experience in project or programme management, including design, implementation, monitoring, and reporting required.
Technical advisory experience in climate change adaptation, environment, or sustainable development in Ghana required.
Experience in multicultural settings or UN system desirable.
Experience in Ghanaian ecosystems, policy development, and integration of environment into planning desirable.
2+ years of experience in data analytics desirable.
Languages
English required.
French desirable.
