Background

The Center for International Health, Education and Biosecurity (CIHEB)-Kenya is a local non-governmental organization collaborating with the Ministry of Health and County Health Management Teams to strengthen health systems for improved quality of health care in Kenya.

CIHEB-Kenya is collaborating with the county governments of Mombasa, Kilifi, Kwale, Taita Taveta, Machakos, Makueni, Kitui, Nairobi, Kisumu and Migori to support the implementation and expansion of high quality, sustainable and comprehensive HIV prevention, care and treatment programs and expansion of COVID-19 vaccination with funding from the President’s Emergency Plan for AIDS Relief (PEPFAR).

Job Summary

The Program Officer will coordinate the provision of responsive, effective, and efficient administrative services to the TRACK Program technical teams. The position will be responsible to ensure stewardship, integrity, transparency, and accountability for all project activities and that high-quality service approach is integrated into administrative systems, policies, and procedures.

Roles and Responsibilities

Reporting to the Program Manager, the Program Officer will;

  • Coordinate and report on activities and required resources to ensure cost efficient and quality service delivery from administrative support functions, including procurement.

  • Ensure a complete, accurate and up-to-date document trail of all procurement processes, vendor files, procurement and inventory database to assist with control and accountability.

  • Prepare reports and facilitate document retrieval.

  • In collaboration with Program Officer, supervise the leased vehicles at the field level, providing guidance and leadership in ensuring efficient and effective use, ensure transparency and adherence to CIHEB-Kenya
    and donors policies, procedures and regulations, ensuring integrity and compliance to the organization’s accepted standards.

  • Working with the supervisor, monitor the scope, schedule, cost and quality of the project to ensure that the key milestones of each project are achieved; timely and accurately

  • Coordinating and organizing project resources to improve the cooperation and efficiency of project teams and personnel.

  • Developing internal processed to ensure timely payment of participants after activities

  • Any other duties as assigned

    Experience and Academic Qualifications

  • Bachelor’s degree or above, at least 3 years’ project management experience

  • Excellent organizational and project management skills, using flowcharts, spreadsheets, timelines, etc. that can be shared with partners and senior staff.

  • Ability to exercise sound judgment independently.

  • Proficiency in MS Office suite.

    Required Skills, Knowledge and Abilities

  • Ability to plan and work with minimal supervision

  • Willingness to travel for field work at regular intervals.

  • Ability to foster team work

  • Detail oriented
