CIFA is an international NGO with over 30 years of commitment in protecting the rights of the most vulnerable children. Working in Ethiopia for over 10 years, CIFA works in migration and environmental protection sectors, supports the access to primary and secondary education, especially for girls, fights against the worst form of discrimination and supports women’s economic empowerment.

Terms of Reference

The project:

The 24 months project is called “Linking and upscaling for employment”, in the framework of the SINCE Programme – Stemming Irregular Migration in Northern and Central Ethiopia, cofunded by the European Union - Trust Fund for Africa, contracting authority Embassy of Italy in Addis Ababa.

The project implemented by a consortium of local and international NGOs, led by Edukans Foundation, aims to reduce irregular migration from Ethiopia. The two specific objectives of the project are:

1. Improve access of target groups to quality TVET trainings and decent employment opportunities in Amhara Region through the promotion of partnership between private sector, public institutes, TVETs.

2. Improve capacity of industrial clusters of companies in the textile/garment, metal and construction sectors to create additional decent job opportunities.

The Role

The Socio-economic expert will be based in Raya Kobo and he/she will be responsible of the beneficiary’s selection process, compiling profile data of jobseekers, companies and vacancies to create linkage with the public employment service sector located in Kalu woreda TVED office in accordance with all the woreda partners who are working on the public employment services.

He/she will assist the beneficiaries during the training and the job placement phases. He /She will contribute to the creation/reinforcement of the public employment services of the local administrations.


In accordance with the Partners, the Local Authorities and the identified TVETs:

  • Identification of the beneficiaries based on the beneficiary selection protocol

  • Selection and verification process of beneficiaries and job placement as per selected value chains

  • Beneficiaries profiling and submit to the Public Employment Service center

  • Facilitate the events that are carried in her/his working area

  • Access facilitation to the vocational skills training among TVETs partners;

  • Following-up beneficiaries during the job placement phase;

  • Contribution in the development of a protocol with local authorities for the selection of youth in order to harmonize public employment services procedures of local administrations;

  • Team working on collection, compilation of profile data for job matching center in Kombolcha;

  • Contribution in organizing networks and conferences with the attendance and participation of Companies, Woredas,
    TVETs, youth and women on value chain development and job creation.

  • Prepare and submit periodical reports to his/her supervisor

    Relationships and stakeholders:

  • Responsible for establishment and strengthening of good partners relationship

  • Relationships with the local partners and authorities on project sites implementation;

  • Participation in cluster meetings and other coordination meetings with local or international stakeholders related to the project intervention, keeping the Project Manager informed and up-to-date.

    Job Requirements


  • BA/MA, B.SC/MSC in Social sciences or Economics, preferably in the field of business management, public policies; Communications and related fields

  • At least 5 years’ for 1st degree and 3 years for 2nd degree experience in organizing, developing, coaching of SME and IGA; job orientation and placement in the professions mentioned

  • Experience in project follow-up, data collection and monitoring;

  • Ability to prepare periodic narrative reports;

  • Excellent written and spoken English and Amharic languages;

  • Team player and problem-solving attitude, good analytical skills, flexible and goal-oriented;

  • Experiences in working with NGOs,

  • knowledge and working experience in area of intervention (an advantage)


  • Coordination, cooperation team building and contributes to the team

  • Good partnership and principles of participations

  • Excellent interpersonal, communication and diplomatic skills;

  • Monitoring and Evaluation with Quality reporting skills

  • Data management, documentation and communication

  • Basic computer skills on MS packages, Excellent in applications of MS-excel and MS-Access

  • Accountability – takes responsibility for action and manages constructive criticisms
  • Client Orientation – works effectively well with partners and stakeholders
  • Planning and Organizing - plans work, anticipates risks, and sets goals within the area of responsibility
  • Ability to work in hardship
  • Ability to avoid conflicting situation and properly manage conflicts

    Job contract duration: 9 months renewable based on performance (45 days of probation period).

    Salary: the salary will be commensurate with the experience of the selected candidate and according to the organization salary scale (basic salary in range of Birr 15,500 to Birr 16,700) and also other benefits including pension, transport allowance, insurance benefits package and other benefits.
