CASE-OVC Project

Comprehensive Assistance, Support and Empowerment of Orphans and Vulnerable Children (CASE‐ OVC) project is a USAID-funded $38.8 million 5-year award to a consortium led by Christian Aid.

The project aims to improve the welfare and protection of 170,000 children affected by HIV/AIDS in 18 target counties in Central, Eastern and Part of Rift Valley leading to resilient and thriving orphans and vulnerable children (OVC).

About the role

To lead and manage partner portfolio for USAID CASE-OVC project within a strategic and policy framework agreed with the Senior OVC Technical Advisor and Chief of Party.

To manage the regional project team by providing oversight and technical input that ensures project staff and Local Implementing Partners(LIPs) effectively design, develop, plan, budget, implement, evidence, learn and communicate the impact from interventions within the project and provide appropriate support and capacity building for partners.

To engage with donor reporting and communications teams and ensure evidence-based reporting and communication products are developed through planning, drafting, proof-reading, fact-checking and cite-checking project documents as needed.

About you

The role works within the Regional Project role family and is positioned in Kenya Country Programme Team, based in Meru. The role is key in leading and managing an advisory team in the region and a partner portfolio in the region ensuring quality and excellence in projects' design and delivery.

The role has the overall responsibility of project delivery and quality control, donor reporting and compliance, proposal development and convening regular programme review and reflection sessions and partners consortia. The role will require to travel to the field.

Key outcomes

  • Effective CASE-OVC project managed and delivered at high quality with impact in line with agreed aims and timelines.
  • Strong portfolio of LIPs able to respond and support: Realization of CASE-OVC objectives, Christian Aid’s advocacy and demonstrating effective communication.
  • Funds used for designated purpose. Compliance with project contractual framework, operational and financial policies and procedures, and USAID rules and regulations including reporting requirements.
  • Local implementing partner workplans and regional project workplans prepared based on strong planning, CASE-OVC overall workplan and Christian Aid’s strategic and policy frameworks, and strong monitoring and evaluation procedures.
  • Decisions on project and advocacy work in the region or division informed by Christian Aid’s strategic focus areas.
  • Recruitment, management, development and performance management of high performing team, upholding organisational value and integrity, facilitated to lead, and who are meeting their objectives

    Role agility

  • External Key relationships with partners.
  • Liaising with institutional donors.
  • The role is responsible for managing relationships with
    partners, government departments, service providers and coalition partners to advance community and Christian Aid interests
  • Internal The role is line managed by the Senior Technical Advisor OVC, sits in the country programme management team with horizontal relationships with support teams (finance, PFD, communications, programm performance, etc).
  • The role line manages regional staff working on the projects directly or indirectly and is responsible for all their performance and performance management.

  • Budgetary/savings responsibility This role is responsible for managing the whole portfolio of the grants within the country project amounting to about over £1 million per year and ensuring through planning and oversight that partners and staff are managing resources optimally, delivering intended results and value for money.
  • This role is responsible for donor contract and risks management across all projects within the project .

    Person specification

    Applied skills/knowledge and expertise

    Essential

  • Degree in a development related subject or equivalent
  • Knowledge of development issues in the context of Kenya, of programme management tools and techniques, including financial management tools, of organisational development, of capacity building tools and techniques
  • Substantial experience of international development programme management, including of management of back donor funded projects, and field based management
  • Multi-sectorial knowledge and/or experience in climate change, health, governance, markets
  • A team culture approach to work with an attitude of self-leadership, thought leadership, respect, mutual accountability, and being connected and co-creating with others
  • Emergency relief, preparedness and humanitarian aid and their integration and linkage to long-term development work
  • Knowledge of USAID funding regulations
  • Experience in implementing USAID funded projects
  • Experience in partner support and capacity building
  • Experience of living and working in a developing country
  • Experience of programme appraisal, monitoring and evaluation and financial management, working with local indigenous partner organisations
  • Staff and resource leadership and management experience

    Desirable

  • Post graduate qualification in related area
  • Knowledge of the socio-political context in the country or region
  • Advocacy issues in the country or region
  • Experience of working in the region and knowledge of key development issues in the region
  • Experience of local and international advocacy work
  • Experience of managing large and complex budgets and of financial compliance issues
