    About the Project
  • On March 14th, 2019, Cyclone Idai made landfall near the port city of Beira in Mozambique. The cyclone moved across Mozambique and then inland, affecting parts of Malawi and Zimbabwe. The powerful storm brought widespread flooding and destruction in both countries.

  • Christian Aid responded to the cyclone in Malawi and Zimbabwe.The first phase of the humanitarian response for the Cylone Idai was supported by the Disaster Emergency Committee (DEC). From October 2020, the CA appeal programming was carried out. The programme focused more on the recovery phase of the disaster. However, early 2022 with the Cyclone Ana, gains were lost. This is particularly the case in Malawi. The cyclone affected Zimbabwe, but the effect was less severe here.


    About the Assignment
  • Overall, Christian Aid seeks services of a consulting firm / individuals to conduct a comprehensive final evaluation of the Cyclone Idai response to assess the work that Christian Aid and partners have carried out through the Cyclone Idai response programme in Malawi and Zimbabwe. Specifically, the evaluation will assess the programme against the selected Christian Aid Quality Standards.


    Evaluation activities may include:
  • Desk review of key documents prior to commencement of consultations.
  • Analysis of response against the Christian Aid’s Humanitarian Quality Standards
  • Interviews with key CA staff supporting the programme.
  • Semi-structured interviews and surveys with affected communities.
  • Key informant interviews with partner staff and other humanitarian actors in sectoral areas where CA and partners have intervened.
  • Document lessons learned and develop clear and actionable recommendations for adoption and integration into any similar future related projects within the country or region and elsewhere.


    Suitability requirements:
  • Applicants should demonstrate experience and competence in the following areas:


    Essential
  • Demonstrable track record of humanitarian evaluations
  • Considerable experience of using innovative approaches to assess projects and programmes with an emphasis on participatory methods
  • Good understanding of humanitarian programming and project management
  • Strong skills and experience of qualitative research including data collection and analysis
  • Excellent English writing and communication skills
  • Professional in-country experience in Malawi and Zimbabwe and understanding of the contex.
  • Alignment with CA’s method of working through partners
  • Ability to demonstrate a conflict sensitive approach
  • Familiarity with the international quality standards applied in emergency contexts, including the Core Humanitarian Standard.
  • Experience in using/evaluating the GESI approach
  • Post graduate Degree in Agriculture, Social Studies, Development Studies, Economics, Demography or related field.
