Position Summary:

Creative seeks a chief of party for the anticipated five-year USAID Integrated Child and Youth Development Activity in Uganda. The project seeks to improve children and youth learning outcomes while ensuring that children and youth are safe and healthy in their community and learning environments.

The project will address primary school retention, strengthen systems and will use local partnerships to achieve results.

The Chief of Party is responsible for the overall planning, implementation and management of the project as well as the achievement of the goals and objectives of the project in a timely and cost-effective manner.

Reporting & Supervision:

This position reports to the Project Director in Washington, D.C.

Expected Outcomes:

  • Close coordination with the Ministry of Education and Sports (MoES) to effectively implement the EGR model for improved learning outcomes across targeted sites.
  • Successful coordination across donor initiatives.
  • Engage relevant government Ministries to support the reduction in child and youth-related violence and improve linking of families to critical services
  • Leverage previous work with the MoES to create safe and healthy learning environments
  • Support improved comprehensive programming for youth with innovative approaches, enabling them to practice positive decision making and healthy behaviors.

    Primary Responsibilities:

  • Provide strategic leadership and coordination of program activities;
  • Lead project implementation, and management of the performance of the project;
  • Provide strategic leadership to collaborate and coordinate with other donor- funded activities in Uganda including Government of Uganda (GOU) and USAID/Uganda;
  • Provide technical and administrative oversight to project and serve as its institutional liaison;
  • Monitor the goals, and objectives of the project to assure progress towards successful implementation; and
  • Coordinate with numerous government institutions and senior-level national and county-level government officials.

    Skills & Qualifications
    :

  • Working knowledge of Country Operational Planning processes, PEPFAR Guidance, and PEPFAR reporting;
  • Familiarity with the current and historic child and youth education and health services delivery sector in Uganda preferred;
  • Prior knowledge of and experience with USAID-funded health programs; PEPFAR programming (especially OVC and/or DREAMS) experience preferred;
  • Demonstrated experience with large grant-making programs and working with local partner organizations;
  • Extensive knowledge of OVC, HIVAIDS, systems strengthening, social services management, and child welfare; Uganda-specific knowledge preferred;
  • Proven experience working effectively in teams and collaborate in a multi-agency setting;
  • A Master’s degree or higher in international development, education, health or another relevant field;
  • At least 10 years of experience in relevant management, supervisory, technical experience working with programs that are of a similar scope to this activity is required (at least 10 of these years must be in a management/leadership position);
  • At least 10 years of experience in the education sector and/or health sectors in Sub-Saharan Africa is required, with experience in project designs, policy dialogue, strategic planning and implementation, education reform and national-level quality improvement;
  • Five (5) years technical experience in developing and implementing monitoring and evaluation plans in results- based management;
  • At least (5) years' experience in a similar development context as Uganda preferred;
  • Demonstrated experience and knowledge of capacity development and professional development;
  • Strong management and leadership skills, including the ability to mentor staff;
  • Demonstrated past representational experience with host governments, other donors, and civil society and demonstrated success with inter-agency coordination and joint programming;
  • Fluency in written and spoken English required; and
  • Ugandan nationals are strongly encouraged to apply.
