Job Description

  • Chemonics International seeks experienced professionals for the USAID Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project.

  • GHSC-PSM Ethiopia will serve as vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.

  • The project is currently seeking qualified Health System Strengthening Field Support Manager (HSS FS Manager) who will be responsible to lead and coordinate the field level technical support of the project provided to strengthen the health supply chain management and pharmacy service activities of regional health bureaus (RHB), woreda health offices (WoHO) and health facilities (HFs).

    Purpose

  • The Health System Strengthening Field Support Manager (HSS FS Manager) is responsible for leading and coordinating the field level technical support of the project that are provided to strengthen the health supply chain management and pharmacy service activities of regional health bureaus (RHB), zonal health departments (ZHD), woreda health offices (WoHO) and health facilities (HFs).

  • The HSS FS manager will manage the overall regional level system strengthening and technical assistance activities of the project with respect to site-level supportive supervision, the Integrated pharmaceutical Logistics System (IPLS), Pharmaceutical Management Information System (PMIS) for ARVs, availability and proper use of HIV/AIDS, Malarial, RH/FP, MCH and TB commodities at regional and lower levels.

  • The manager oversees the planning and implementation of GHSC-PSM workplans and ensures the required technical support are provided to enhance and strengthen the health supply chain and pharmacy service capacity of RHBs/HFs.

    Principal Duties and Responsibilities

  • Plan, support, coordinate and oversee the GHSC-PSM health supply chain and pharmacy service technical support and system strengthening activities to RHBs/ZHDs/WoHOs/HFs


  • Serve as a technical lead for the field support activities which are targeted to enhance and strengthen the health supply chain and pharmacy service activities of RHBs, ZHDs, WoHOs and HFs.

  • Serve as a liaison with MOH, RHBs and other stakeholders on field support related health supply chain and pharmacy service system strengthening activities of the project.

  • Collaborate with relevant GHSC-PSM teams and stakeholders to promote the availability of health commodities for HIV/AIDS, Malarial, RH/FP, TB and MNCH programs.

  • Coordinate and collaborate with MOH, EPSA and partners for field level health supply chain and pharmacy service system strengthening activities.

  • Support the implementation of Pharmaceutical Management Information System (PMIS) for ARVs, the integration of HIV/RTK in the IPLS, promote multi month dispensing (MMD) and decentralized drug delivery systems for ARVs and conduct End User Verification assessments for malaria and MNCH commodities.

  • Support the site-level supportive supervision to improve health supply chain management and pharmacy service activities, the Integrated pharmaceutical Logistics System (IPLS), availability and proper use of HIV/AIDS, malaria, family planning and reproductive health, TB and MCH commodities through on the job training, supervision, mentoring, and coaching in collaboration with RHBs/ZHDs/ WoHOs.

  • Work with GHSC-PSM HSS field support regional teams to strengthen the capacity of regional health supply chain management coordination and functionality of health supply chain technical working groups and regional health supply chain review meetings

  • Build the capacity of the health supply chain professionals for effective and efficient management of supply chain and pharmacy service activities

  • Work closely with GHSC-PSM teams in planning, institutionalization and coordination of health
    supply chain related trainings.

  • Participate in the preparation of health supply chain and pharmacy service training curriculum

  • Lead and support the implementation of health supply chain and pharmacy service monitoring and evaluation system at regional and lower levels.

  • Work closely with HSS FS regional teams to improve pharmaceutical good governance, establishment and strengthening of DTC/DIC, implementation of EHSTG-Pharmacy chapter, Good Dispensing Practice, and pharmacovigilance at regional levels.

  • Work with RHBs and health facilities to implement Auditable Pharmaceutical Transactions and Services (APTS).

  • Coordinate field level health supply chain and pharmacy service assessments, document findings and develop practical interventions to strengthen the supply chain system.

  • Support the implementation of different initiatives, guidelines and programmatic changes of HIV/AIDS, malaria, family planning and reproductive health, and MCH commodities
    Participate in LMIS discussions and collaborate with EPSA and other stakeholders to improve data quality, to communicate LMIS related challenges and improvement ideas

  • Direct and supervise GHSC-PSM HSS FS coordinators to deliver agreed work plans.
    Supervise GHSC-PSM regional staff to ensure compliance with GHSC-PSM operations rules, financial standards, performance standards, and USAID rules and regulations

  • Review the weekly, monthly and quarterly activity reports of regional teams, provide timely feedback and guidance as required.
    Prepare and implement performance plan and personal development for direct supervisees ensuring that evaluation is completed appropriately and on time.

  • In collaboration with relevant teams, document field level best practices of the health supply chain and pharmacy service activities of the project.

  • Compile regular reports to the Health System Strengthening Director and M&E Director on progress/results achieved in field support work plans, and resolve any challenges faced.

  • Maintain a good knowledge and understanding of all office rules, policies and procedures as set forth in the project policy manual.

  • Carry out additional responsibilities and other duties assigned from time to time by GHSC-PSM project management and HSS Director or his/her designee.

    Job Requirements

    Qualifications

  • Bachelor’s degree in Pharmacy; advanced degree in public health or supply chain preferable

  • Minimum of Eight (8) years of relevant experience in health supply chain system strengthening or related field; USAID experience preferred.

  • Significant managerial and technical experience in system strengthening of the Ethiopian public health supply chain management, with experience related to HIV/AIDS, Malarial, FP, MNCH and TB programs.

  • Experience in system strengthening of the Ethiopian pharmacy service, with experience related to strengthening of DTC/DIC, EHRIG-Pharmacy chapter, Good Dispensing Practice.

  • Proven managerial and supervisory experience or equivalent experience.

  • Demonstrated ability to work with partners in implementing complex programs.

  • Skilled in actively working in high-performing teams and independently deliver result

  • Excellent interpersonal and communications skills.

  • Willingness to travel throughout the regions of Ethiopia.

  • Fluency in English required.

  • Demonstrated leadership, versatility, and integrity
