Chemonics seeks a government collaboration team lead for the anticipated USAID Supply Chain Technical Assistance Activity in Uganda.

The project valued at $10 million to $25 million aims to ensure the accountability and responsiveness of Uganda’s health supply chain and to improve access to quality and affordable medicine for all Ugandans.

The government collaboration team lead, based in Kampala with frequent travel to all regions of Uganda, will assist the chief of party in collaboration with key Ugandan government stakeholders and implement policy advocacy and health finance/economics interventions.

Responsibilities include:

  • Provide technical and managerial oversight to the project’s policy advocacy and health finance interventions
  • Maintain strong and positive professional working relationships with key stakeholders and the Ministry of Health and district health offices
  • Oversee, mentor, and supervise a team of policy advocacy specialists and health finance/economics specialists to ensure activities are aligned to overall project goals and USAID and Ministry of Health priorities and are effectively measured and reported
  • Provide highly contextualized technical expertise in supply chain policy development and advancement, public financial management, and health finance and economics
  • Supervise project team responsible for government collaboration policy and health finance/economics activities
  • Collaborate with Ugandan government counterparts and
    partners to ensure project implementation is aligned to the government’s strategic plans and vision
  • Oversee production of high-quality written documents prepared for external audiences by the policy advocacy team

    Qualifications:

  • Master’s degree or higher in public administration, public health, public policy, or a related field
  • Minimum 10 years of experience working collaboratively with the Ugandan government, international donors, and local organizations; experience with USAID highly preferred
  • Minimum five years of demonstrated supervisory experience
  • Demonstrated experience and in-depth knowledge in public financial management, policy development and advocacy, or organizational change management
  • Demonstrated results and achievements in advancing policy initiatives in supply chain or public health fields in similar environments
  • Excellent representational and communication skills and demonstrated ability to communicate and interact effectively with national-level Ugandan government authorities and the U.S. government and other donors
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
