Chemonics International Inc. is a US-based international development consulting company, operating in over 95 countries. Chemonics seeks a Part-Time GESI Specialist for the USAID/Tanzania Heshimu Bahari (Respect the Ocean) Activity. Heshimu Bahari is part of the U.S. government’s biodiversity conservation portfolio in Tanzania.

The five-year Activity aims to establish an enabling environment and science-driven framework for sustainable Marine Protected Areas (MPA) and wild-caught fishery co-management by government, communities, and the private sector. The Part-Time GESI Specialist will support the implementation of Heshimu Bahari’s Gender and Vulnerable Population Strategy.

The strategy provides a foundation for the Activity to leverage and amplify the essential role that women, youth, and other “vulnerable groups” play to advance marine and coastal conservation. The Specialist will support overall GESI integration as well as lead and/or facilitate specific activities.

The Part-Time position will be based in Dar es Salaam and initially, include up to 60 days level of effort (LOE) or approximately 10 days per month (exact LOE utilized per month will be driven by project needs and activities) for the period of on/about March 20, 2023, to on/about September 29, 2023.

The position may be extended beyond September 2023 based on budgetary considerations and Heshimu Bahari technical requirements. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Key Responsibilities:

  • Identify potential entry points and champions to improve gender-responsive budgeting capacity for United Republic of Tanzania and Revolutionary Government of Zanzibar institutions that can fund the implementation of standardized Beach Management Unit (BMU)/Shehia Fisheries Community (SFC) training packages and extension services that target women and youth members.

  • Conduct tiered GESI-responsive review of policy and legal frameworks for comanagement and develop summary report of policy recommendations that operationalize inclusive, participatory community co-management, and inclusive grievance redressal mechanisms for
    community members.

  • Support the design and implementation of inter-site exchange visits for women and youth members of local BMUs or SFCs comprising the MPA network to promote learning and exchange of best practices, new tools and techniques, and develop foundations for broader inclusive Collaborative Fisheries Management Area governance.

  • Support Heshimu Bahari’s private sector landscape analysis by identifying entry points for inclusive impact investments.

  • Support Heshimu Bahari to design and evaluate GESI-oriented grants and/or ensure GESI considerations are incorporated into grant solicitations and awards.

  • Participate in and contribute to Heshimu Bahari pause-and-reflect processes and sessions and provide GESI integration recommendations and specific activity inputs to Heshimu Bahari’s Year 2 work plan.

  • Other tasks as assigned by the Chief of Party or designee.

    Qualifications:

  • University degree social sciences or services, gender studies, international relations, business administration, or other relevant field required;

  • Minimum of five years of GESI experience in Tanzania required; experience integrating GESI considerations and implementing GESI interventions on marine/coastal/fisheries projects, natural resource management projects, livelihoods projects, or other relevant projects preferred;

  • Experience working with USAID or other donor-funded programs preferred;

  • Ability to build consensus and coordinate with diverse actors, including government, NGOs, civil society organizations, and private sector;

  • Strong communication and facilitation skills required;

  • Demonstrated leadership, versatility, and integrity;

  • Fluency in English required; fluency in Kiswahili preferred.
