Chemonics seeks a Decentralized Procurement Team Supervisor for the USAID Global Health Supply Chain Program- Procurement and Supply Management (GHSC-PSM) project located in Arlington, VA. The Decentralized Procurement Procurement Team Supervisor is responsible for the execution of procurement activity for one or a portfolio of commodities.

The Decentralized Procurement Team Supervisor manages the work of a team of procurement specialists, who manage the procurement life cycle from end-to-end, from receipt of requisition order through delivery and vendor payment, including regulations and policies compliance for procurement and supplier contracts.

The Decentralized Procurement Team Supervisor is responsible for supervising, reviewing and completing necessary sourcing events. The Decentralized Procurement Team Supervisor is also responsible for coordinating supply chain activities across various teams that include the Strategy Team (strategic sourcing, supplier relationship management, market dyanmics), the Plan Team, the Quality Assurance Team, the Finance Team, the Accounts Payable Team and the Deliver/Return Team to ensure proper shipment of orders and effective end-to-end procurement management.

The Decentralized Procurement Team Supervisor is also responsible for liaising with field offices, USAID HQ and Missions to field questions and engage around any topic related to the end-to-end lifecycle of orders within their portfolio. The Decentralized Procurement Team Supervisor will report directly to the DCP Integrated Supply Chain Manager (ISC Manager).

The Decentralized Procurement Team Supervisor will report directly to the DCP Integrated Supply Chain Manager (ISC Manager). We are looking for individuals who have a passion for making a difference in the lives of people around the world!

GHSC-PSM is the primary vehicle through which the U.S. Agency for International Development (USAID) procures and provides health commodities for countries receiving U.S. government foreign assistance.

GHSC-PSM also provides technical assistance to improve the efficiency, reach, and sustainability of in-country supply chains and is supported with funding from the U.S. President’s Emergency Plan for AIDS Relief, the U.S. President’s Malaria Initiative, USAID’s family planning and reproductive health program, and USAID’s maternal and child health program. The position is based in Nairobi, Kenya.

Principal Duties and Responsibilities (Essential Functions)

  • Ensures visibility for all sourcing events within assigned commodity group, to internal and external stakeholders, including USAID, GHSC-PSM Country Programs, Task Order (TO) leadership, Global Supply Chain (GSC) teams, and others as appropriate.

  • In collaboration with GSC leadership, implements and refines policies, procedures, work instructions and guidance documents related to all aspects of the procurement lifecycle within GSC.

  • Supports strategic sourcing strategy development and implementation, in collaboration with Strategic Sourcing, Market Dynamics, the Supplier Relationship Management Team, USAID, other GSC teams and leadership, and suppliers as relevant.

  • Supervises a team of procurement specialists, with
    responsibility for workload distribution, managing performance (including establishment of performance targets and delivering constructive feedback), overseeing their day to day activities (including every step in the procurement life cycle, stakeholder management, vendor payment and other tasks required of procurement specialists), providing guidance and approvals as necessary, ensuring technical capacity to perform required tasks, ensuring compliance with GHSC-PSM policies and procedures, and providing career development support.

  • Liaises with the ISC Manager to ensure coordination across the Global Supply Chain team and GHSC-PSM.

  • Collaborates across GHSC-PSM to support with continuous improvement initiatives for processes, systems and tools and to broaden knowledge around assigned commodities.

  • Ensures, through support and supervision, that all RFX (RFI, RFP, RFQ) are reviewed, are accurate and conducted through correct platform (MIS, email, other), and leverage evaluation criteria to gather requirements, determine evaluation criteria weighting, and develop technical questions while using the appropriate GHSC-PSM MIS tools.

  • Stays abreast of, and communicates any changes to contractual requirements within GHSC-PSM, and ensures the completeness and accuracy of contracts documents related to specified commodity group(s).

  • Maintains staffing capacity to conduct a wide range of health commodity sourcing events, ensuring technical expertise.

  • Responsible for relevant project, TO-specific, and individual KPIs, including but not limited to cycle time, on-time delivery (OTD), etc.

  • Continuously identifies emergency, or critical sourcing events that require management intervention, collaborating with USAID, Country Programs, other GSC teams, and suppliers as required.

  • Reviews procurement technical packages (files) prior to submission to the risk team and ensure compliance with procurement guidelines.

  • Collaborates with GHSC-PSM Quality Assurance/Quality Control team and USAID regarding quality control requirements for product commodities.

  • Steps in for Integrated Supply Chain Manager for specific tasks, as requested

  • Provides on the job training and onboarding in procurement management and all related processes to team members.

  • Provides strong written and oral communication and visibility around ROs to internal and external stakeholders, including USAID, GHSC-PSM Country Programs, Deliver/Return Team and Global Supply Chain (GSC) teams.

  • Performs other duties as assigned.

    Qualifications

  • To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily.   • Bachelor’s Degree in a relevant discipline, Master’s Degree in a relevant discipline preferred.

  • CIPS, CPSM, or other relevant procurement/supply chain certification preferred.

  • Minimum 8 years of procurement, supply chain, and/or technically relevant work experience.

  • At least 3 years of experience managing teams of 5-8 people is preferred.

  • Strong experience executing and managing the end-to-end procurement life cycle.

  • Prior experience with global health supply chains is preferred.

  • Strong management and interpersonal skills.

  • Strong communications skills, with experience working and communicating effectively with crossfunctional (internal and external) teams in addition working directly with clients.

  • Strong project management skills and experience required.

  • Strong knowledge of MS Office applications.

  • Demonstrated integrity, independent thinking, judgment, and respect for others.

  • Experience living or working in developing countries preferred.

  • Willingness to work overseas for up to 4-8 weeks per year.

  • Supervision: The DCP Supervisor will report to the DCP Integrated Supply Chain Manager.
