Purpose:

This is for external independent review and verification/validation of progress made on the milestones as laid out in the KEMSA Reforms Implementation Letter No HPN-KEMSA-2 (IL) to the Development Cooperation Framework Agreement through the achievement of the activities therein. The findings from the third-party verification are expected to further inform the conditional planned gradual/phased USAID return to KEMSA.

Background:

The KEMSA Reforms Implementation Letter No HPN-KEMSA-2 (IL) was signed on November 21, 2022, between USAID and the GoK. The IL set forth the agreement and commitment between USAID and the GOK, acting through the National Treasury and Ministry of Health (MoH), to partner, collaborate, and cooperate with respect to implementing agreed-upon reforms in KEMSA required for a gradual and phased USAID transition back to KEMSA.

The agreed-upon reform program support for KEMSA is to improve efficiency, transparency, integrity, and accountability, and to address and mitigate vulnerabilities and risks in the procurement, warehousing, and distribution of medical supplies and commodities. The IL requires the performance measurement of progress made relating to the reforms through the achievement of the milestones as laid out in the KEMSA Reforms Framework.

The agreed milestones, outcomes, and success measurement factors in the areas of: Operational Analysis; Enterprise Resource Planning (ERP) and Implementation; Good Distribution Practice (GDP); Management Control Implementation; Supply Vendor Management; End-to-End Visibility of Health Products and Technologies (HPT) Supply Chain; Procurement; Distribution Management (Electronic Proof of Delivery); Governance and Oversight; Accountability; Warehousing; Human Resources; and Financial Management Reforms.

Upon signing of the IL, KEMSA established a secretariat to oversee the day-to-day implementation of the activities and maintain documentation of the achievements under each milestone. In addition to the Secretariat, a Technical Working Group (TWG) with representation from KEMSA, MOH, and USAID was established to develop the work plan and the M&E framework and additionally closely monitor the overall implementation.

The group meets bi-weekly or as and when necessary to review the progress of the implementation of the various milestones/activities. For purposes of ensuring that the implementation of the reforms milestones/activities are kept on track and within the agreed framework, an Oversight Committee was also established.

The Oversight Committee has membership drawn
from: KEMSA, USAID, CDC, and MOH and meets monthly to receive implementation status and progress reports as compiled by the TWG& Secretariat.

Approach & timeline:

The milestones/activities verification/validation exercise will be conducted by a team of 4 external independent experts working/engaged through a USAID contracted Firm for ease of coordination. Each expert will focus on the specified milestones/activities, tasks, and deliverables under Phase 1 of the KEMSA Reforms Framework.

The combined total LOE is forty (40) working days. However, the exercise is expected to be concluded within approximately twenty (20) working days since the verifiers are expected to work concurrently.

Roles and Responsibilities.

  • Overall coordination of the third-party verification exercise

  • Act as the liaison between the team and the parties involved

  • Responsible for quality control to ensure all deliverables meet the required specifications and standards.

  • Liaising with the Team Leader in managing deadlines and progress to ensure deliverables are met on time and on budget

    Qualification Requirements:

  • Master’s degree or equivalent in Health Systems Management, Business Administration, or related field

  • Over 10 years of relevant experience with proven national/international experience in project management, organizational development, leadership, and governance

  • Ability to clearly communicate, expressing requirements and expectations to a wide range of individuals

  • Excellent command of written and spoken English

  • Excellent interpersonal skills with the ability to engage and negotiate with tact and diplomacy

  • Proven experience in leadership/leading teams

  • Proven experience in coordination of stakeholders from diverse fields.

  • Level of Effort - 7 - 10 days spread across 4 - 6 weeks.
