Program Overview

The Government of Kenya is committed to Universal Health Coverage (UHC) at the highest levels, with the Office of the President announcing UHC by 2022 as part of the President’s ‘Big Four’ agenda for economic development.

As the government rolls out health financing reforms including national insurance, the opportunity to partner with private providers and stakeholders to improve access to reliable, quality diagnostic testing for patients is critical.

Position Overview

CHAI is looking for an Analyst, Diagnostic Services to support the government of Kenya with assessing, designing and implementing a labs focused PPP deal.

The ideal candidate will possess skills in the following areas: finance, public policy, economics and laboratory services.

Key areas of technical support include using data analytics for decision making and program management, capacity building at a national and sub-national level and program coordination between national and county governments.

Responsibilities

  • CHAI is seeking a highly motivated individual with outstanding credentials, analytical ability and communication skills to support delivery of a viable PPP model that will improve access to reliable, quality diagnostics testing in Kenya.
  • The candidates must be able to function independently and flexibly and have a strong commitment to excellence.
  • Analyze the laboratory landscape to identify key challenges/bottlenecks and priorities;
  • Review of relevant institutional frameworks, related policies and PPP legislation;
  • Analyze and draft assessments of PPP model options;
  • Conduct scoping analysis to screen and assess private laboratory partners;
  • Support design of PPP procurement guidelines including expressions of interest and proposal;
  • Analyze and identify KPIs and build monitoring dashboards to support effective programmatic decision making;
  • Create engagement forums for key stakeholders at the national and sub-national level to discuss various aspects of the PPP development process;
  • Provide coordination support between MOH and county governments
  • Support planning and execution of key meetings/events such as trainings, county coordination meetings, workshops etc.
  • Provide strategic insights at technical working groups and/or other meetings/conferences;
  • Complementary analysis, assessment or development as deemed necessary by the manager;
  • Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs, and ensure maximum coordination of resources and effort;
  • Other responsibilities as needed.

    Qualifications
  • Minimum of a Bachelor’s Degree or equivalent in international development, public administration, economics, finance, or business administration; MBA preferred
  • At least two (2) years of relevant professional experience, preferably in strategic consulting or big data analytics.
  • Experience with investment banking deal execution is an added advantage.
  • Experience working in the health sector and/or health insurance (public or private) is also an advantage;
  • Entrepreneurial mind-set, including ability to work independently, self-motivate, and propose and implement new initiatives
  • Demonstrated outstanding interpersonal and intercultural skills in coordinating various stakeholders/interests (public sector engagement would be highly relevant) and developing strong relationships in order to drive a process successfully
  • A strong understanding of economics and finance (including financial statement analysis and project finance);
  • Strong analytical (qualitative and quantitative) skills and communication (written and verbal) skills;
  • Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment;
  • High level of proficiency in Microsoft Office, particularly Excel, PowerPoint and Word;
  • Willingness to travel if required and at short notice, even to remote places;
  • Fluency in English and Swahili

    Preferred:
  • Knowledge of big data/ advanced analytics concepts is preferred;
  • Experience of handling big datasets and data visualization tools such as Tableau, Power BI etc.;
  • Experience managing a project end-to-end: problem scoping, data gathering, modelling and insights.
