CGIAR IAES Senior Evaluation Manager - Center External Reviews Jobs in Kenya; The Senior Manager leads the implementation of the Center External Review (CER) framework, ensuring rigor, consistency, and accountability across CGIAR Centers. The role manages evaluator selection, oversees quality assurance, coordinates review materials for governing bodies, and tracks agreed actions. It also contributes to MEL communities, particularly the CGIAR MEL Community of Practice.


Key Responsibilities

Center External Review Leadership

  • Manage the CER pillar of the multi‑year evaluation program.

  • Coordinate preparation of timely evaluation information for CGIAR governing bodies.

  • Adhere to CGIAR Evaluation Framework and IAES policies to ensure independence.

  • Oversee and document quality assurance processes.

  • Engage consultative and steering processes for CERs.

  • Plan and organize evaluation meetings, workshops, and after‑action reviews.

  • Represent IAES Evaluation workstream at meetings.

  • Prepare evaluative input for governance and assurance bodies.

  • Contribute to thematic evaluations and peer support activities.


    Planning and Resource Management

  • Prepare management plans and oversee human and financial resources.

  • Maintain roster of evaluation and subject‑matter experts.

  • Foster collaborative teamwork and knowledge sharing within IAES.

  • Manage CER product budgets (~USD 500,000 annually).

  • Supervise analysts and consultants supporting evaluation activities.

  • Coordinate with MEL professionals at Center and System level.

  • Contribute to adaptive management of CGIAR evaluation plans.

  • Support periodic review of CGIAR Evaluation Framework and Policy.

  • Ensure readiness of information for MEL repositories.

  • Maintain connections with evaluation professional associations.


    Qualifications & Experience

  • Master’s degree in evaluation, organizational development, social sciences, or equivalent.

  • At
    least 10 years professional experience in evaluation, organizational assessment, or performance review.

  • 3–5 years managing complex organizational evaluations or review programs.

  • Proven program and financial management experience.

  • Ability to lead multidisciplinary teams and manage senior stakeholders.

  • Experience in evaluation offices of multilateral or international research organizations preferred.

  • Knowledge of mixed methods, data collection, and evaluative reporting.

  • Proficient in English; working knowledge of French or Spanish desirable.

  • Strong diplomacy skills and ability to work cross‑culturally.

  • Proficiency in MS Office, Teams, SharePoint, and evaluation software (MaxQDA, Kobo Toolbox, SurveyMonkey).


    Terms of Employment

  • Two‑year internationally recruited position, hosted by the Alliance.

  • Subject to 6‑month probation, renewable based on performance and funding.

  • Salary level 11 (scale of 14), paid in USD.
