Emergency Manager - Somalia

Objective 1 : Program Management

· In close liaison with the Programme Unit Manager (PUM), coordinate the planning, quality implementation, monitoring and evaluation of programme activities within the agreed budgets, time frames and donor guidelines and requirements.

· Provide support to Cesvi staff in Somalia through regular field visits (as security and access allow) development and implementation of robust remote monitoring plans, according Cesvi standard capacity building and other identified areas of support.

· Identify the needs and recommend adjustments &/or scale –ups of planned interventions.

· Brief the PUM and Senior Management Team (ACs) on the programmes and situational context on a regular basis.

Objective 2 : Operational and Financial Oversight

· Supervise operational aspects of the programmes and ensure that Cesvi protocols and procedures are applied and respected.

· Ensure the following of procurements consistently with Donors and Cesvi policies and guidelines.

· Ensure that all the program and financial documents are properly produced and filed for the sake of audits.

· Monitor all program financial expenditures and prepare forecasts in collaboration with the Administration Department.

· Ensure that cash management practices and record keeping are in accordance with donor and Cesvi regulations in collaboration with the Administration Department.

· Contribute to the timely preparation and submission of reports (narrative and financial) to Donors, in coordination with the Programme Unit Manager.

Objective 3 : Personnel Management

· Ensure effective selection, orientation and supervision of staff.

· Conduct performance assessments, build the capacity of the teams through training and on-the-job coaching and provide feedback regularly and appropriately.

Objective 4 : Representation and Sector Coordination

· Ensure consistent submission of information and relevant data from field sites; regularly review data trends and program quality with field site staff.

· Identify short and long-term objectives toward strengthening the emergency response.

· Attend senior management team meetings and advise the Head of mission, Programme Unit Manager and other senior staff on status of program implementation and of sector development

· Build, maintain and strengthen relevant relationships
such as UN agencies, INGOs, local and central Government, donors and other external partners following the lead of the Head of Mission.

Objective 5: Others

· Participate in country-level strategic planning initiatives and other duties as determined by line management.

Qualifications:

· Master Level education in a relevant field such as International Relations or Development

· At least 5 years experience working with INGOs.

· At least 3 years in the management and coordination of complex emergency interventions.

· At least 3 years experience in the mannagement of Health/Nutrition Programmes.

· Strong computer skills particularly in MS Excel, literacy and numeracy

· Fluent in English (written and spoken).

· Strong analytical and conceptual skills and the ability to think and plan strategically

· Demonstrable experience and knowledge of effective financial and budgetary control and managing grants.

· Demonstrable skills in resource and staff management/development and the implementation of appropriate policies, procedures, and systems in relation to these

· Previous experience in Somalia or similar complex emergencies is desirable.

· Previous experience in multi- sectorial response

· Ability to cope with stress; work under pressure often to strict deadlines.

· Flexibility, adaptability, sense of humour, and patience.

· Ability to motivate and develop skills of other

· Previous experience in the management of OCHA and DFID funded projects is desirable.

· Experience in drought/famine response

· Previous experience working in remote control management.
