The Center for Victims of Torture is hiring a Field Coordinator who is responsible for leading CVT’s operations in Bidi Bidi Refugee Settlement under the direction of the Gulu-based Country Director.

The Field Coordinator coordinates, manages and ensures the implementation of program operations and activities in Bidi Bidi Settlement.

Responsibilities include staff management, logistics, HR, administration, finance, security.

The Field Coordinator is the key local representative of CVT at the regional/county level.

CVT is launching operations in Bidi Bidi Settlement starting in September 2018.

The program will serve South Sudanese refugees fleeing civil war and living in Bidi Bidi, mainly in Zone 5 of the settlement.

The program has two primary goals: provide direct services to survivors and to build the capacity of providers in the community to deliver mental health services.

These efforts will help individuals suffering from the effects of torture and trauma rebuild their lives with dignity and enable them to contribute to their families and communities.

It will also allow mental health providers to better understand, identify, support and treat the survivors.

  • We are an international nonprofit dedicated to healing survivors of torture. We offer rehabilitation services to those who have been tortured, train partners around the world who can prevent and treat torture, and advocate for human rights and an end to torture. We are headquartered in Minnesota, and we have US offices in Atlanta and DC, as well as offices in Africa and the Middle East.

    Responsibilities:

    Coordination & Representation:

  • Ensure implementation of mental health program in the Bidi Bidi Settlement, in coordination with the Country Director.
  • Provide general support and guidance, and serve as the focal point during program and strategic planning, grant/proposal writing and reporting.
  • Represent CVT at regional level meetings with donors, humanitarian actors, local authorities, protocol meetings, security representatives, and sector/work groups. Manage visits from donor representatives, visitors and other stakeholders.

    Management:

  • Oversee project start-up and eventually day-to-day operations of the project, including management of all support staff and clinical staff, program support activities, administration and security of the compound and staff.
  • Supervise lead staff, including co-supervision of lead clinical staff, along with headquarters-based Clinical Advisor.

  • Coordinate and direct the program staff at the local level.
  • Ensure compliance with CVT procedures and donor regulations applicable to the project with regards to the clinical program, security, HR, logistics, finance and administration.

    Logistics:

  • The FC is in charge of overseeing the logistics at the local level and directly supervises the Logistics Officer.
  • The FC ensures the proper setup, rehabilitation and running of the premises (office, accommodation and clinics); proper functioning of the supply chain including procurement planning, purchase of goods and services, inventory tracking, transportation, storage and delivery; organization, planning and maintenance of the fleet and equipment, and the functioning of communication equipment.

    Finance:

  • Oversee management of finances including direct supervision of the Finance Officer and
    ensure adherence to CVT financial procedures, including authorization of expenses in compliance with the budget.
  • Responsible for all administrative activities at the local level.

    Personnel & Administrative Functions:

  • Oversee the management of human resources including direct supervision of the HR/Admin staff in accordance with the CVT policy and Ugandan labor laws.

    Expectations include:

  • provide leadership support to staff and promote best practices; ensure that the employees observe the organization’s policies, guidelines and work procedures and apply key principles of transparency, accountability and good stewardship; oversee effective and appropriate staff recruitment, induction, appraisal and development practices; oversee staff development plan through trainings, coaching, mentoring and counselling; oversee and advise on staff disciplinary process; establish and maintain regular meetings with all staff to discuss policy, strategic, operational and management issues; verify monthly payroll and authorize payment of taxes.

    Security:

  • Participate as a member of the in country security management team, ensuring the security and safety of staff, premises, materials and assets in the Bidi Bidi program.
  • Monitor the political, economic, environmental and social context of the area of operation, as well as at the regional and country level.
  • Consult with the Country Director on decisions regarding security related issues and attends all relevant security related meetings.

    Qualifications:

  • Required education, experience, certificates, licenses or registrations
  • BA degree in international development, business management, social sciences or related field.
  • 5 years of field experience within a humanitarian context.
  • 2 years of experience at a senior management position.
  • Preferred education, experience, certificates, licenses or registrations
  • 5 years of experience in a senior management position

    Competencies (Knowledge, Skills and Abilities)

  • Ability to work in an isolated and rapidly evolving humanitarian emergency setting that is lacking amenities.
  • Experience working in a refugee camp or settlement, highly desirable.
  • Proven track record of experience in managing successive humanitarian programs in East Africa.
  • Demonstrated experience in developing and implementing security measures, as well as experience working and living in a high security profile area.
  • Demonstrated ability to develop, monitor and maintain logistics and procurement systems.
  • Excellent mobiliser who can forge positive alliances and collaboration with community leaders, partners and other stakeholders.
  • Effective verbal, written, presentation and listening communications skills, including report writing.
  • Excellent management skills, including financial analysis, planning and prioritization.
  • Ability to multi-task effectively, with ability to meet strict deadlines.
  • Ability to work effectively in a diverse team environment with demonstrated success in problem solving, collaboration and working with or managing cross-cultural teams.
  • Experience working for an organization with US-funded grants, including BPRM and USAID or US multilateral funders preferred.
    Knowledge of psychology and psychosocial concepts preferred.
  • Fluency in English required.
