CBM Regional Programme Manager Jobs in Kenya


Overall Mission

  • As a member of the senior management team in the regional office, and as head of programme department, the job holder will be responsible for development and delivery of CBM’s programme work in Africa East and South region.

  • He/she will ensure alignment with organizational programme priorities, and provide guidance on all programme issues including delivery strategies, partnership management, capacity development, and quality monitoring and reporting

  • The job holder will oversee selected multi-country projects, and promote regional level advocacy, alliance-building and networking.

  • He/she will be expected to work closely with country, fundraising and technical initiative teams to ensure alignment and general portfolio development and management.

    Main Tasks

    Programme Planning, Management and Implementation

  • Drive further review, development and implementations of regional programme plan;

  • Provide leadership and support to country offices in the development and implementation of strategic plans; country Initiative plans/concept notes; and project multi-year plans;

  • Support development, and oversee implementation of multi-country projects;

  • Support country offices in design of programs including proposal development;

  • Guide country teams in the application of inclusion, including IPCM principles;

  • Proactively engage with members of CBM Initiatives and other programme teams for effective resource allocation for programme priorities;

  • Act as regional entry/liaison point for technical initiatives on crosscutting advisory support;

  • Ensure quality implementation of all projects in the region;

  • Monitor programme and project spending, and advice on mid-course adjustments;

  • Ensure programme learning is realised in a structured manner;

  • Take overall responsibility for programme reporting and programme risk management;

  • Ensure prompt decision making and problem solving associated with all programmes and projects.

    Compliance Assurance

  • Lead the development and implementation of country-specific guidelines for the management of programmes and partnerships in line with CBM standards;

  • Ensure consistency, quality, strategic focus, and growth of programmatic work in the region;

  • Promote preventive safeguarding in programmes and among partners;

  • Develop strategies and ensure implementation of priority actions from partner assessments;

  • Participate in key programme/projects related complaint mechanisms, critical incident reporting and management;

  • Support programme process/systems improvement in the context of change management.

    Fund Raising and Donor Relationship Management

  • Support country teams in developing and managing relationships with in-country donors;

  • Review and recommend programme concepts, and lead in the development of programme ideas into quality grant proposals;

  • Liaise with fundraising and technical initiative teams for all programme development and collaborate with them in responding to funding opportunities;

  • Monitor regional calls for proposals from institutional donors and builds focused relationships with representatives of potential regionally based donors.

    Networking and advocacy

  • Engage with regional alliances and international civil society
    entities to define and support regional advocacy priorities;

  • Participate in strategic programme-related networks and alliances;

  • Represent CBM in networks for knowledge sharing and visibility;

  • Ensure alignment of disability inclusion and advocacy work at regional level.

    Staff line management

  • Line manage departmental unit heads for programme development; institutional programme delivery; capacity development, quality and reporting; and humanitarian action.

  • Act as unit head for programme development.

    Financial management (for programme support)

  • Lead budget planning and budget implementation for regional programme support work

  • Support in preparation of country office programme support budget;

  • Track budget performance at regional and country office levels and advise on adjustments as necessary;

  • Interface with finance and operations department to ensure adequate budget management.

    Pre-Requisites

  • Master’s degree in a relevant discipline e.g. development studies, project management, business administration, social sciences;

  • At least 10 years’ substantive experience in the development sector; with a track record in successfully managing institutionally funded projects, including consortium led-projects, in collaboration with partners. Experience working with various government/bi-lateral/major institutional donors such as the EC and BMZ desirable.

  • At least 5 years’ experience in senior/relevant programme management position;

  • Excellent knowledge of international instream development as well as disability and development-related dialogue and trends;

  • Demonstrated experience in managing internal and external relationships and partnerships;

  • Proven good organizational and coordination skills as well as a high level of autonomy and flexibility;

  • Proven record of effective contribution as a member of a management team; demonstrated ability to collaborate across teams and work styles to execute development and training activities at a high level in a fluid work environment;

  • Ability to work diplomatically and with sensitivity with individuals from a variety of cultures, professions and personal background;

  • Strong analytical, organizational, facilitation and leadership skills;

  • Experience of working with persons with disabilities or promoting disability rights a distinct advantage;

  • Willingness to travel occasionally within the region, when required;
